ဦးခင္ညြန္႔ကို လႊတ္လိုက္တာဟာ သူတို႔ကို လူေတြက ဘယ္ေလာက္ ခြင့္လႊတ္ႏိုင္လဲဆိုတာ စမ္းသပ္ၾကည့္တာ ျဖစ္ ေကာင္းျဖစ္ႏိုင္တယ္။ ၿပီးေတာ့ ဒီေလာက္ ဆိုးခဲ့တဲ့လူဟာ ျပန္လည္ ထင္ေပၚလာႏိုင္ေသးလား ဆိုတာ စမ္းၾကည့္တာ လဲ ျဖစ္ႏိုင္တယ္။သူလုပ္ခဲ့တာ ေကာင္းခဲ့တာေတြရွိတယ္ ဘာဘာညာညာ။

ျမန္မာျပည္ ဒီေလာက္ ဆိုးရြားသြားခဲ့တဲ့ အဓိက တရားခံထဲမွာ သူပါတယ္။ တရားခံ နံပါတ္ ၁ ဟာ ဦးေန၀င္းဆိုရင္ တရား ခံ နံပါတ္ ၂ ဟာ ဦးခင္ညြန္႔ပဲ။ ၈၈ မွာ အတိုက္အခံေတြဘက္က ၾကားျဖတ္အစိုးရဖြဲ႔ဖို႔ ေႏွာင့္ေႏွးခဲ့ရတဲ့ အေျခအေနမွာ သပိတ္တန္ျပန္ေရး ေဖာ္ေဆာင္သြားတာ သူနဲ႔ ေထာက္ေတြပဲ။ ၈၈ မွာ ေခါင္းျဖတ္ျပ၊ စက္ရုံေတြေဖာက္ျပ မင္းမဲ့ စရိုက္ ဆိုတဲ့ ဘက္ကို လုပ္ျပသြားတာသူပဲ။ အဲ့ဒါေၾကာင့္ ဒီေန႔တခ်ဳိ႕ လူငယ္ေတြ ၈၈ မွာ တပ္မေတာ္က ကယ္တင္လိုက္ရ တယ္ဆိုတဲ့ ဗိုလ္ခ်ဳပ္ခင္ညြန္႔ရဲ ့ အလွည့္စားခံေလးေတြ ျဖစ္သြားတာပဲ ဒီေနာက္မွာ သပိတ္ႏွိမ္ႏွင္းေရးေတြကို လူမဆန္ ေအာင္ ၾကဴပင္ခုတ္ ၾကဴငုတ္မက်န္ လုပ္ခဲ့တာ သူပါပဲ။


ေရၾကည္အိုင္လိုမ်ဳိး နာမည္ဆိုးနဲ႔ေက်ာ္ၾကားတဲ့ စစ္ေၾကာေရးစခန္းေတြက ငရဲခန္း ႏွိပ္စက္ခန္းေတြဟာသူ႔စနက္ေတြ ခ်ည္း ပါပဲ။ ဆိုင္ကယ္ ေမာင္းခိုင္းတာက အစ ေသာက္တဲ့ ေရထဲ မာက်ဴရီထည့္ၿပီး ဦးေႏွာက္ပ်က္ေအာင္ လုပ္တဲ့အထိ ဆိုးရြား ခဲ့တာ သူပါပဲ။

ေရၾကည္အိုင္ကို ၀င္သြားတဲ့သူ မွန္သမွ် အေကာင္းအတိုင္း ျပန္ထြက္လာတယ္ဆိုတာ အလြန္ရွားပါတယ္။ လူမသိ သူမ သိ လက္လြန္သြားတဲ့သူေတြ ဘယ္ေလာက္ရွိသလဲဆိုတာ ေရတြက္လို႔ မရပါဘူး။ တကယ္ေတာ့ ျမန္မာတျပည္လုံးကို အေၾကာက္တရားနဲ႔အုပ္ခ်ဳပ္ခဲ့တာမ်ဳိးကို စစ္ဗိုလ္ခ်ဳပ္ေတြ မလုပ္တတ္ခဲ့ပါဘူး။ ညအခ်ိန္မေတာ္ အိမ္တံခါးလာေခါက္ၿပီး ညီေလး အစ္ကိုတို႔နဲ႔ ခဏလိုက္ခဲ့ပါလို႔ ဘယ္ေတာ့မ်ား အေခၚခံရမလဲဆိုတဲ့ အေၾကာက္တရားမ်ဳိးကို လူေတြစိတ္ထဲ ရိုက္ သြင္းခဲ့တာ ဗိုလ္ခ်ဳပ္ခင္ညြန္႔ပါ။ ႏိုင္ငံေရးဆိုတာ လုပ္တာနဲ႔ သခၤ်ဳိင္းကုန္းပဲ ေျပးျမင္ေအာင္ လုပ္ထားတာ သူပါ။

စစ္သားေတြဟာ မ်က္ကန္းမ်ဳိးခ်စ္နဲ႔ငါတေကာေကာ အမွားေတြလုပ္ တိုင္းျပည္ကို စစ္တပ္လို အုပ္ခ်ဳပ္ဖို႔ႀကိဳးစားပါတယ္။ တကယ္ေတာ့ စစ္ဗိုလ္ခ်ဳပ္ေတြခ်ည္းပဲဆို စစ္တပ္က ဒီေလာက္ ဖိႏွိပ္ဖို႔ မလြယ္ပါဘူး။ ဗိုလ္ခ်ဳပ္ခင္ညြန္႔လို ပါးပါးနပ္နပ္နဲ႔ ေကာက္က်စ္တဲ့ စစ္သားမဟုတ္တဲ့ သူေၾကာင့္သာ စစ္တပ္ သက္ဆိုးရွည္ခဲ့တာပါ။ အာဏာရွင္ေတြရဲ႕ ကယ္တင္ရွင္ပါပဲ။ ဒါေၾကာင့္ သူဟာ တပ္ထဲမွာ ေနရာေပးျခင္း ခံခဲ့ရတာပါ။

ဦးေန၀င္း ဆင္းၿပီးသူ႔ၾသဇာခံေတြလဲ ထည့္မရတဲ့အဆုံးမွာ ဗိုလ္ခင္ညြန္႔ကို ေနာက္ဆုံးလက္နက္အျဖစ္ သုံးခဲ့တာပဲ။ အဲ့ဒီ အခ်ိန္မွာ ဗိုလ္ခ်ဳပ္ ေစာေမာင္ ဆိုတာ ရုပ္ေသးပဲ။ ေနာက္က တကယ္ လွဳပ္ရွားခဲ့တာ တြင္း ၁ ၊ ့ တြင္း ၂ နဲ႔ ရန္ကုန္တိုင္း တိုင္းမွဴး ဗိုလ္ခ်ဳပ္မ်ဳိးညြန္႔တို႔ပဲ။အဲ့ဒီ ၃ ေယာက္မွာ စီမံခန္႔ခြဲသူက ဗိုလ္ခ်ဳပ္ခင္ညြန္႔ပဲ။ ဗိုလ္ခ်ဳပ္ သန္းေရႊကိုလဲ အစက ဟန္ ျပ အျဖစ္ တင္ခဲ့တာပဲ။ ေနာက္မွ သူတို႔အေပၚေရာက္သြားလို႔ ခံလိုက္ရတာ။

ေသနတ္ရွိမွ ေနရာျမဲတဲ့ စစ္တပ္ထဲမွာ စစ္ေကာင္းေကာင္း မတိုက္တတ္၊ စစ္တပ္ေက်ာေထာက္ ေနာက္ခံမရွိတဲ့ ဗိုလ္ခင္ ညြန္႔ဟာ အေျခအေန မေကာင္းဘူးဆိုတာ သိပါတယ္။ ဒါေၾကာင့္ တိုင္းရင္းသားေတာ္လွန္ေရး အုပ္စုေတြနဲ႔ စစ္ေျပၿငိမ္း ေရးလုပ္တာကို ဘန္းျပၿပီး ဘိန္းေမွာင္ခိုအဖြဲ ့၊လက္နက္ကိုင္ သူပုန္ အဖြဲ ့တခ်ဳိ႕ကို ၿငိမ္းအဖြဲ႔ေတြအျဖစ္ ဖန္တီးၿပီး ေက်ာ ေထာက္ေနာက္ခံရေအာင္ ႀကိဳးစားခဲ့ပါတယ္။ ဒါေၾကာင့္ ကိုးကန္႔တို႔ဟာ ျမန္မာလူမ်ဳိးထဲေတာင္ ပါ၀င္ခြင့္ရခဲ့ပါတယ္။ ၿငိမ္းအဖြဲ႔ေတြ သူတလူငါတမင္း လုပ္ခ်င္တိုင္းလုပ္တာကို ခံခဲ့ရပါတယ္။ စစ္တပ္ ေက်ာေထာက္ေနာက္ခံ မရွိတဲ့ သူအဖို႔ ဒီလို ရည္ရွည္သြားတာဟာ ေနာက္ဆုံး သူ ဒုကၡေရာက္မယ္ဆိုတာကို သေဘာေပါက္လာပါတယ္။

စစ္အစိုးရ အေနနဲ႔ ရည္ရွည္သြားတာဟာ မေကာင္းဘူးလို႔အေစာဆုံး သေဘာေပါက္တာလဲ ပါမယ္ ထင္ပါတယ္။ ဒါေၾကာင့္ အခု ပုဆိုး၀တ္ စစ္သားႀကီးေတြ ကျပေနတဲ့ ဇာတ္ကို သူက အရင္ ေရးသြားခဲ့တာပါ။ အဲ့ဒီအခ်ိန္မွာသာ သူ႔ကို ေပးကခဲ့ရင္ အခု ပုဆိုး၀တ္ႀကီးေတြကို ဗီလိန္ေနရာထားၿပီး သူက မင္းသားေနရာကေန ကမွာကို ျမင္ခဲ့လို႔ စင္ေပၚကေန ကန္ခ်ခံခဲ့ရတာပါ။

တကယ္ေတာ့ ဗိုလ္ခ်ဳပ္ခင္ညြန္႔ဟာ စစ္သား စစ္စစ္ မဟုတ္ပါဘူး။ ေရွ ့တန္းေတာင္ ေကာင္းေကာင္း ေရာက္ဖူးရဲ ့လား မေျပာတတ္ဘူး။ စစ္တကၠသိုလ္ ဆင္းလဲ မဟုတ္ပါဘူး။ စစ္သားေတြဟာ ေသနတ္ကို သုံးၿပီး ဉာဏ္နည္းနည္းနဲ႔ပဲ လုပ္ တတ္ပါတယ္။ သူကေတာ့ ဉာဏ္ရွိၿပီး ေကာက္က်စ္တဲ့သူပါ။ ကဲ ဘယ္သူဟာ ပိုေၾကာက္စရာေကာင္းလဲ စဥ္းစားၾကည့္ ၾကပါ။ သူလို လူမ်ဳိးကို က်ေနာ္တို႔ အာဃာဋ ထားစရာမလိုဘူး။ ဘာျဖစ္လို႔လဲဆိုေတာ့ အဲ့ဒီအတြက္ အခ်ိန္မရွိလို႔ပဲ။ တျခားတိုးတက္ေရးလုပ္စရာေတြ အမ်ားႀကီးရွိေနတယ္။ ဒါေပမယ့္ ႏိုင္ငံတိုးတက္ေရးမွာ ၀င္မေႏွာင့္ယွက္ႏိုင္ေအာင္ ေတာ့ သတိထားေနရမယ္။ သူလုပ္ခဲ့တာေတြကိုေတာ့ ေမ့မပစ္ဘဲ ထပ္မခံရေအာင္ သင္ခန္းစာေတာ့ ယူရမယ္။

In response to the ongoing Burmese army offensive against the Kachin people retired literature professor La Raw Maran, a Kachin living in the US, has written an open letter to the governments of the US, UK and Canada urging them to maintain pressure on Burma's army to stop its brutal offensive against the Kachin Indepence Organization (KIO).


La Ra Maran and many others concerned about the Kachin conflict are worried that western governments will overlook the serious humanitarian crisis in Northern Burma caused by the Burmese army's offensive because of recent positive developments elsewhere in Burma like the release of political prisoners and new ceasefires.

As Ra Maran points out in his open letter the Thein Sein government's new ceasefires with the Karen National Union and Shan State Army South will benefit the Burmese army's campaign against the KIO. It would be very difficult for the Burmese army to fight a war on multiple fronts. So while the ceasefires will bring peace to Burma's borders with Thailand they will give the army an opportunity to move large numbers of troops to the fight the KIO, as has already happened.

The situation in Kachin state has not been lost on Burma's famous political prisoners like Min Ko Naing. Shortly after being released on Friday he told the Irrawaddy magazine “I am very concerned about
achieving peace in ethnic areas because when I hear the news about the armed conflicts, particularly in Kachin State, it makes me very uncomfortable.”

Western governments who praised the recent release of Min Ko Naing and the other political prisoners mustn't forget the political prisoners message of concern about Burma's ongoing war against ethnic people.

To responsible officials in the governments of The United States, Canada, and The United Kingdom:

Subject: The continuing war on the Kachins by the government of Burma

I write on behalf of all Kachins who are now citizens or residents in the United States of America and Canada and I want to address the recent changing dynamics of politics in Burma. Since the Burma army/tatmadaw is still the agent of change without parallel, I will focus only on this topic.

The agreement with the Karen National Union involving a cease-fire now enables the military power in the government to move its forces that have been deployed against the Karens to Kachin State. The forces from Shan States Army and Wa fronts have already been moved and deployed against the Kachins.

Taken together, the continuing war against the Kachins and the totally secretive way in which any promise of reform in the agreements with the Karen, Shan and Wa leaders has been handled cast serious doubt on the sincerity on the part of the government in the aforementioned agreements.

Regardless, the massive movement of troops to confront the Kachins is a two-edged sword; the authorities have now put all its eggs into a single basket—the war against the Kachins.

If the governments of the U.S., Canada, and the U.K. were now to take the position that they might be willing to revisit the issue of economic sanctions if the Kachin war is fully and satisfactorily halted, perhaps it would make a great deal of strategic sense to actually promote democracy in Burma.

The Kachins have been stalwart over the years since 1962 in defense of the Panglong Agreement plans for a democratic governing system. Through thick and thin they have sacrificed to uphold that conviction. The recent formation of the United Nationalities Federal Council (UNFC) was due to their initiative. The Panglong qua UNFC plan was developed by this coalition of ethnic nationalities. This plan promises a far better system of democracy for Burma than the constitution of 2008; furthermore, it contains the seeds for nationwide peace and stability. Is this the reason why the military junta ideologues feel they must destroy the Kachin political opposition—to prevent this plan from being proposed and carried out?

We Kachins stood with the Allied Powers during World War II and made our sacrifices. We ask the same powers to do the one critical thing to change the course of political dynamics in Burma once again.

Please inform the Burma government that the governments of the U.S., Canada and the U.K. will not consider lifting the existing sanctions until it is confirmed that the Burma government has truly ceased military operations in, and their forces withdrawn from Kachin State.

The Kachin nation and those who desire justice and fairness in The United States, Canada and Britain and everywhere, will be grateful for your decision to take this pivotal step.

Statement by Minister Baird on Burmese Political Prisoner Release

January 13, 2012 - Foreign Affairs Minister John Baird today issued the following statement on the release of Burmese political prisoners:

“Canada welcomes reports that a large number of prisoners, including political activists, religious and ethnic leaders, and reporters, have been released by the Government of Burma.

“This is a significant step forward. We urge Burmese officials to continue on this path and take further steps to ensure freedom, democracy, human rights and the rule of law for all in Burma.

“We also welcome reports that a ceasefire agreement was reached earlier this week with the Karen National Union and the announcement of parliamentary by-elections on April 1.

“Canada continues to call on the Burmese authorities to engage in an inclusive dialogue with opposition and ethnic groups.

“We are encouraged by the steps taken recently by the Burmese authorities on democratic development and are hopeful that these are first steps towards a better future for the Burmese people.”

This is not a democratic society – and there are as many political prisoners left in jail as there were five years ago

On Friday 13 January I was able to speak with my father Ko Mya Aye, a free man again after being jailed in 2007 for his role in organising protests against the Burmese dictatorship. I was shaking, so excited; I could hardly believe it was true. There have been so many broken promises in the past, so many times when releases were promised and didn't happen, or where only a small number were released and my father was left in jail. He was held in a remote prison, at one point even on death row, and was denied medical treatment for a life-threatening heart condition. I feared I may never see him again.

As a refugee living in London, I still can't see him, but just to hear his voice was wonderful. Typically for him, it didn't take long for him to start talking about politics, and one of his main concerns is the political prisoners still left behind in jail. "We must campaign together for their release," he said.

Of course I agreed, but at the same time there is a part of me which is anxious and scared. This isn't the first time my father has been arrested and released. And I fear it won't be the last. My father and other political prisoners are being releasedbut with no apology and no acknowledgment that they should never have been in jail in the first place. This wasn't a true amnesty or pardon, the sentences have just been suspended. They still have criminal records, and receive no compensation, no support for the medical care they need to recover from torture, mistreatment and psychological abuses. They receive no support to rebuild their lives. There is no attempt at reconciliation. Instead they are expected to be grateful for being released.

The laws under which he was arrested remain in place. There is change, but not yet reform. Nothing that has taken place so far is irreversible. There is nothing to stop him being jailed again for campaigning for democracy and human rights.

This is one of the reasons why despite seemingly positive steps by the military-backed government, many of us are still very cautious. Are they doing this as agenuine move towards democracy, or just to try to get sanctions lifted? After all, they only just brought in a new constitution which gives the military the power not only to effectively overrule the government and parliament, but also places them outside their control. It was Thein Sein, the new president, who oversaw the drafting of that constitution. Having just drafted a constitution which gives them absolute power, are they really about to give that power up?

My father also spoke about U Shwe Htoo, a prisoner of conscience who wasn't on the list of those released today, or on other lists of political prisoners. They became friends when held together in Liokaw prison. The case of U Shwe Htoo is an example of why it is so important that independent international monitors be given access to Burma's prisons and are able make an independent assessment of how many political prisoners remain in jail.

Some people are now arguing that the release of these political prisoners is proof that there is genuine reform in Burma, and that sanctions should now be lifted. I ask them to remember that in mid-2007 there were around a thousand political prisoners in Burma. This was considered unacceptable, and the European Union, US, Canada, and Australia were debating whether to increase sanctions. Following the uprising in late 2007 the number of political prisoners almost doubled. My father was one of those jailed. Now, after all the excitement about these releases, there are still possibly around a thousand political prisoners in Burma's jails. Compared to the situation last year, it looks like we have come a long way. Compared to the situation five years ago, it looks like we have stood still.

I wish I could have been with my family as they celebrated on Friday night. But the next day my father was having meetings with colleagues. It was back to work. Many prisoners have been released, but many also remain. Even if all the political prisoners are eventually released, and if there are ceasefires that reduce human rights abuses against ethnic people by the Burmese army, that is just one part of the problem. The political system responsible for these abuses has not been reformed. We still don't have a democratic society or the rule of law. While this is the case, we still need international pressure to support real reform.

Daw Aung San Suu Kyi receives France's Highest Award "Legion of Honor" Today- January 15, 2011 

The European Union will respond "in concrete terms" to recent reforms by Myanmar's regime, France's foreign minister said Sunday after a historic meeting with pro-democracy leader Aung San Suu Kyi.

Alain Juppe is the highest level French diplomat to ever visit the country also known as Burma, long criticised by the West for its human rights record and ruled outright by the military for almost five decades until last year.

The nominally civilian government which took power last year has surprised observers with a series of reformist moves, including dialogue with Suu Kyi's opposition, which was recently allowed to re-register as a political party.

"Like the rest of the international community, we have observed with a lot of attention the positive signs given by President Thein Sein," Juppe said after meeting Suu Kyi at the lakeside home where she was detained for most of the past two decades.

"We will respond -- France and the EU -- positively and in concrete terms to these significant gestures."

It was unclear whether he was alluding to a relaxation of EU sanctions on the regime, whose recent reforms have surprised even sceptics.

On Friday the regime released about 300 political prisoners, including several prominent dissidents, a day after signing a ceasefire with a major armed Karen ethnic minority group.

"We hope that these new developments will reinforce the process of democratisation and national reconciliation," Suu Kyi, who was freed by the regime in November 2010, said after her talks with Juppe.

"One of our main concerns is to achieve an end to the ethnic conflicts," the Nobel Peace Prize winner added, reiterating her support for Thein Sein.

"I can say that I trust the president because he kept his promises."

Juppe was due to award Suu Kyi with one of France's highest honours, Commander in the National Order of the Legion d'Honneur, at a ceremony later Sunday, in recognition of her long struggle for democracy.

On Monday Juppe will hold talks in the capital Naypyidaw with Thein Sein, whose government is eager to see the end of sanctions imposed on the regime by the United States and the European Union since the late 1990s.

He told reporters that France would press the regime to ensure parliamentary by-elections due to be held on April 1 are "free and fair", after a general election in November 2010 was denounced by the West as a sham.

Suu Kyi indicated that she did not rule out taking a government position if she wins a parliamentary seat but said it "depends on the circumstances".

Friday's prisoner release was the most significant yet by the new government, whose ranks are filled with former generals including Thein Sein.

Such an amnesty had been long demanded by the West and was hailed by the international community. France welcomed such an "important step" and the United States said it wanted to restore top-level diplomatic ties.

It is not clear how many more political prisoners are still behind bars but some activists estimate about 1,000 political prisoners remain locked up.

Juppe is the first French foreign minister in history to visit the Southeast Asian country, which gained independence from Britain in 1948, and the first French minister to visit since a popular uprising was brutally crushed in 1988.

His trip follows the landmark visits in early December of US Secretary of State Hillary Clinton and British Foreign Secretary William Hague in early January.

Even though there was a euphoria over the political prisoners’ release and the US reward it with the raising of the diplomatic relations to the ambassador lever one has to take caution that the “Divide and Rule Policy” which the various Burmese administration inherited from the British, has been put to good use by waging an all out war against the Kachin and simultaneously inking the peace deal with Shan, Chin and Karen and the lesser resistance forces. What more it was able to wean away Daw Aung San Suu Kyi and the NLD from the pro-democracy Burmese populace and was able to lure the West to give up their punitive actions that will lead to lifting of sanctions while keeping some prisoners hush hush still under lock and key. This whole concept proves the superb diplomacy of the regime. But on the whole the people of Burma and the world are happy. 

Gen Thein Sein has been widely seen as a more moderate and reform-minded but to the Kachin he is just another general whose words cannot be trusted. It has been more than a month since he made public his directive to end the army’s offensive against the Kachin but there has been no cessation of hostilities. On the contrary, more than 90 battles or clashes have taken place, with a steady surge in troop reinforcement. The ferocity is of the attack and the methods of scotch earth policy is such that it is in the category of the war of genocide and the Kachin have no choice but force to fight the war of survival.[1] 

Most of the ethnic nationalities are simple people and like to live in their own way of life and at that time the time of British colonization there was no such thing as ethnic conflicts in Burma because one ethnic has been living peacefully with the other for centuries. When Britain was about to give independence to this region, the majority of the ethnic nationalities readily join the Union which was formed by an accord signed at a little town in Shan State called Panglong in 1947, one year prior to the emergence of Burma as an independent, post-colonial state (in 1948). 

In this sense, both historically and conceptually, the ethnic Burma’s so-called ethnic conflict is more aptly described as a political conflict against the ruling military rather than a conflict between warring ethnic groups. The conflict is primarily a conflict between the ruling military exercising a monopolistic control of the state in Burma and the ethnic nationalities. It is a vertical conflict between the state and various ethnically defined societies. It is a conflict about how the state is to be constituted and how the relation between the constituent components of society and the state are to be ordered. It is not the case of ethnic segments feuding with and killing each other, nor is it driven by the secessionist impulses. Looking at Burma’s history since 1948, a long-standing and seriously dysfunctional relationship between the state and broader society can be observed and it has been exacerbated by four decades of monopolistic military rule. 

To understand the ethnic conflict, it is essential to look into the issues of conceptual differences, constitutional crisis, national identity, majority-minority configuration and other pressing issues like human rights violations, drugs and environmental management. The successive military regimes see Burma as an existing unified nation since the reign of king Anurudha (Anawrahta) 1044 AD. As such, all other non-Myanmar - Shan, Kachin, Chin, Arakanese, Mon, Karen and Karenni - are seen as ethnic nationalities, which must be controlled and suppressed, lest they break up the country. This is what most of the international and the world understand or comprehend. Incidentally this is also what most of the chauvinist Myanmar or in Burmese better known as Mahar Bamar (r[mArm) wants to portray.[2] This is the crux of the Burmese problem. 

On the other hand, some of the educated and well meaning very few Myanmar and all the non-Myanmar maintain that the Union of Burma is a newly developed territorial entity, founded by a treaty, the Panglong Accord, where independent territories merged together on equal basis to obtain independence from Britain and this is what Bogyoke Aung San, the architect of Modern Burma envisage. In this aspect it may seen that the genuine Burman/Myanmar headed by Daw Aung San Suu Kyi wants to instil the real Union Spirit but still fell short by her actions So far the NLD has not issue any statement of sympathy or solidarity with the suffering internally displaced persons. No appeals made to international organizations or governments for humanitarian assistance and moral courage seems to be lacking not only on the Kachin but also on the ethnic nationalities. The instigator of this genocide is not identified or condemned [3]and this is detrimental to the Pyidaungsu Spirit (yifvHkpdwf"gwf). Given such conceptual differences, the Burmese military goes about with its implementation of protecting "national sovereignty" and "national unity" at all cost. This, in turn, gives way to open conflict resulting in more suppression and gross human rights violations. The intolerance of the military and its inspiration to "racial supremacy" and to political domination and control has no limit and the climax of it could be seen by its refusal to hand over power to the winners of 1990 nation-wide election, the NLD,SNLD and other ethnic parties. [4] 

The woes of Burma today are deeply rooted in the inadequate constitutional drafting of 1947. The Union Constitution was rushed through to completion without reflecting the spirit of Panglong, or Panglong Seikdat. And lamentably it was still repeated today in the current Nargis Constitution, The ethnic homelands were recognized as constituent states but all power was concentrated in the central government. Almost all the non-Myanmar and Burmese democratic opposition groups are in agreement that the ethnic conflict and reform of social, political and economic cannot be separated from one another. And the only solution and answer is to amend the 1947 Constitution according to Panglong Agreement, where equality, voluntary participation and self-determination, of the constituent states, formed the basis for the Federal Republic of the Union of Burma or rather the Genuine Union of Burma.[5] The ethnic nationalities, especially in the cases of the Karen, Kachin and WA remained such a stumbling block as the Myanmar administrations fails to honours the principles of the Panglong Agreement.[6] 

Burma’s fundamental problem is not just about leadership, policy failure, dysfunctional institutions, rights abuses or fractured opposition movements. Categorically speaking, Burma is confronted with nothing less than a full-scale pathological process of internal colonization, this time by its own military. This is an evolutionary process which was set in motion since the coup of 1962 decisively established one-party military rule, where the military and the State cannot be separated. Indeed Burma has evolved into a dual-colony in which the population of more than 50 million citizens is being herded into a political space via the Orwellian “7-steps road map for democracy.” The ruling military clique backed by its 400,000-strong military will continue to make all decisions with massive societal and ecological consequences for the whole population; only this time their decisions are going to be made to sound constitutionally mandated, and in accord with the laws of the land. Further, this small group of men subscribe to an irredeemably myopic and toxic version of ethno-nationalism which refashions Burma along the old feudal lines where the majority “Myanmar and Buddhists,” as defined by these men in generals’ uniform, will be more equal in their Union of Republic of Myanmar. 

Needless to say, the generals will pay lip service to ethnic unity and create nominal space for the ethnic people while pursuing “Divide and Rule” as the overarching strategy. The ruling generals have rejected the federal spirit of ethnic equality and violently opposed any struggle towards a genuine federated Union. They have declared dead the Panglong Agreement of 1947, the founding document of a modern, post-colonial Burma, wherein ethnic equality was enshrined as an inviolable pillar of multi-ethnic Burma. Hence in new colonial rule under its own military, will control, subjugated or crushed. 

For those who have viewed the emerging parliamentary and formal political processes as the only space in which the people’s voices can be heard, policies debated and public welfare advanced, it is time for a serious rethinking and soul-searching. The opposition have made repeated calls for national and ethnic reconciliation as well as genuine public expressions of inter-ethnic solidarity, which is the last thing any colonial power would want and would tolerate is social and ethnic solidarity across communities, regions and classes. The colonized ethnic nationalities are to be exploited, crushed, subjugated or co-opted. 

The generals, of course, don’t see themselves as “native colonialists.” They feel no need for reconciliation along ethnic or political lines with any person, organization or community. In short, they have done nothing wrong, and they can do no wrong. For they perceive themselves as the country’s sole national guardian, untainted by partisan politics. They are committed to the abstract idea of a multi-ethnic nation while trampling on the very idea in reality. And they embrace an absolutist notion of sovereignty where the military, not the people in whose name it exists, is sovereign. They love the country, but they can’t stand the people, especially the kind who refuse to go along with their design for the rest of the country. Political, defiant ethnic communities and political prisoners spring to mind. Their politics is all about resuming and completing the process of re-consolidation of the power of the ethnic Burmese majority, most specifically the soldiering class, over the rest of the ethnic nationalities –a process only interrupted by the old kingdom’s 19th century defeat by Great Britain. Sixty years after independence, the military has built its own version of local colonial rule serving as the constitutionally-mandated ruling class and where the rest of the civilian society, especially the ethnic nationalities and the majority of the Myanmar who does not goes along with the generals are classified as second class citizens. 

Throughout modern history, no colonialism is ever known to have offered the colonized political processes or institutions which would undo, or even undermine, such broad colonial objectives as economic exploitation of land, labour and natural resource, political domination and subjugation of populations under colonial rule, and control over the cultural and intellectual life of colonies. Whether one has in mind the formal and classical version, which dissolved, thanks in no small part to colonialists slaughtering one another during the two 20th century world wars, or the subsequent and newer versions characteristic of the Cold War, the essence, objectives and nature of colonial rules remain virtually the same.[7] 

Humanitarian assistance, developmental aid, foreign direct investment, increased trade or commerce may be needed in any systemic efforts to rebuild poverty-stricken Burma emerging from decades of war and conflicts. But they are no substitute for forging inter-ethnic and class solidarity, on which an inter-generational political resistance, armed and non-violent, depending on one’s own location, needs to be built. 

The fact is the colonial state in the Union of the Republic of Myanmar stands in between public welfare and international assistance and increased foreign direct investment, which has been in the billions thanks to Burma’s economically predatory regional friends such as China, Thailand, India, Malaysia, South Korea and Singapore. Precisely because this ethno-nationalist bond between the Burmese Generals and the majority Buddhist Myanmar has been irreparably broken down, the recent call by Daw Aung San Suu Kyi and ethnic nationalities leaders for reconciliation and inter-ethnic solidarity against oppression poses the greatest threat to the ruling Generals uniform or otherwise. While Burma’s issues are complex, as far as the regime’s strategy is concerned it is a simple, time-tested “Divide-and-Rule.” The only way the opposition movements in particular and multi-ethnic communities in general can defeat these native colonizers is through inter-ethnic—and inter-class—solidarity and we hope that UNFC would recruit the think tanks of Burmese Diaspora to be more effective. 

Last, but not the least is that the West must give up their Sanctions which the regime so craved. The Constructive Engagement Policy of China, India and especially ASEAN has prolonged the change up to this day. It was the punitive actions of the West that made the Burmese generals relent as they are so desirous to keep their ill gotten wealth to the near and dear ones once they leave this earth. Sanctions must be maintained at all cost.

UPDATED: Government officials confirm, Saturday, they have relinquished specifically Norwegian embargos against Burma following recent actions by the country’s military regime.

Whilst underlining it will still follow existing EU sanctions, including a diamond and lumber trading ban, Norway’s Ministry of Foreign Affairs has confirmed that they will now encourage companies to start putting money into Burma.

“We will abolish strict advice we have given Norwegian private companies not to invest in Burma,” Foreign Minister Jonas Gahr Støre told NRK.

Norway’s previous instructions to these firms were not to do business with the military regime, even though there was no veto.

"We now believe it reasonable that Norway signalises Norwegian companies can consider involvement in Myanmar within the EU's framework because of such positive developments in the direction of reform and democracy," he said.

This new investment encouragement comes as a result of the regime’s recent actions, including releasing several monks, journalists, and leaders of the pro-democratic 88 Generation Student Group.

“The release of these prisoners of conscience is important for our confidence in the country's civilian government,” the FM stated in a press release.

A ceasefire agreement was also signed between the Karen National Union (KNU) Guerrillas and the Burmese government this week, contributing towards ending the country’s longest civil war.

FM Støre is scheduled to visit Myanmar shortly.

Norway no longer urges companies to refrain from trading with Myanmar


The Government has decided that it will no longer urge Norwegian companies to refrain from trade and investment in Myanmar. This was an exclusively Norwegian policy. The decision has been made in response to the progress being made in Myanmar. Norway continues to align itself with the EU sanction regime, which will be considered more closely in the course of the spring.

“Many political prisoners have now been released and important steps have been taken towards reconciliation and democracy. The change in Norwegian policy is a signal to the Government of Myanmar that reform pays,” said Foreign Minister Jonas Gahr Støre.

“The country needs trade and investment in order to create jobs, promote development and reduce poverty. Better standards of living will also help to propel further democratisation. Norway will therefore no longer urge Norwegians not to trade with or invest in Myanmar,” said Mr Støre.

Foreign Minister Støre will visit Myanmar in the near future, and this will provide an opportunity to discuss the way forward.

Ros-Lehtinen Urges Administration to Stop Talks with Burmese Regime; Says ‘Any Concession to Dictatorship would be Grossly Premature’

(WASHINGTON) – U.S. Rep. Ileana Ros-Lehtinen (R-FL), Chairman of the House Foreign Affairs Committee, issued the following statement on the Obama Administration’s recent overtures to Burma:

“I am distressed that the Administration is prematurely and publicly discussing any major concessions to the Burmese regime, such as nominating an Ambassador. Any concession to the dictatorship would be grossly premature. The world needs to see that the upcoming April elections are not the same kind of sham that we saw in 2010.

“While welcome and long overdue, the release of 591 prisoners of conscience from the Burmese gulag is hardly a ‘momentous step’ toward fundamental reform. The Burmese junta claims the right to round up these individuals again at any time. A former prisoner of conscience said it best, ‘[it’s a] release with a rope around my neck.’

“The Burmese regime’s ongoing military assaults, mass rapes, and atrocities against minority groups prove that it is far too early to regard it as ‘a partner and friend.’ The preliminary agreements between the junta and the Karen National Union (KNU), for example, still do not include a nationwide ceasefire, human rights guarantees, or unrestricted press access to vulnerable areas.

“I call on the Administration to immediately cease talks with the ruthless tyrants in Burma until the junta has been replaced with a duly elected, democratic government that respects human rights and civil liberties.”

Arakan Rohingya National Organisation (ARNO) today welcomes the release of a considerable number of key political prisoners in Burma, including members of the 88 Generation Student group. ARNO further welcomes and appreciates the release of U Kyaw Min (alias) Shamsul Anwarul Haque with his wife and two daughters.

U Kyaw Min is a Rohingya who was elected as a member of the parliament in 1990 elections from Buthidaung(1) constituency. He is also a member of the Committee Representing the People’s Parliament (CRPP) led by Daw Aung San Suu Kyi. 

It may be mentioned, the current ceasefire agreements between the military-backed government and major ethnic rebel groups are a positive sign towards U Thein Sein’s promised reforms. But we expect to find in the government the honesty and integrity for peaceful resolution of all conflicts and problems. Particularly, for the purpose of political and democratic reforms, we urge the civilianized military government to take the following immediate measures:

1. Release of the remaining political prisoners.
2. A nation-wide ceasefire.
3. Political dialogue with all, including the Rohingya, for political solution on the principle of ‘unity in diversity’. 
4. Repeal all repressive laws, including Burma Citizenship law of 1982. 
5. Restoration of Rohingya citizenship and ethnic rights.
6. Stop human rights violations across the country.
7. Lift all restrictions on the basic freedoms of the Rohingya, including restrictions on their freedom of movement, marriage, educations and other activities.
8. Withdraw Nasaka brute forces and all repressive functionaries from North Arakan.

လြတ္ေျမာက္ လာသူမ်ားထဲတြင္ ၈၈ မ်ိဳးဆက္ ေက်ာင္းသား ေခါင္းေဆာင္မ်ား၊ တိုင္းရင္းသား ေခါင္ေဆာင္ အခ်ိဳ႕ႏွင့္ အထင္ကရ ႏိုင္ငံေရး အက်ဥ္းသား မ်ား ပါလာသည္ကို သိရွိရသည္။ ထို႔အတြက္ မိမိတို႔ ေအေအပီပီ အေနျဖင့္ သမၼတ ဦးသိန္းစိန္ အစိုးရ၏ လုပ္ေဆာင္မႈ အေပၚ ႀကိဳဆို လိုက္ပါသည္။

လႊတ္ေပးျခင္း အေပၚ မိမိတို႔ ေအေအပီပီ အေနျဖင့္ စိတ္မသက္မသာ ျဖစ္ရပါသည္။ ထုိသုိ႔ ေနာက္ေၾကာင္းျပန္ ျပစ္ဒဏ္ သက္ေရာက္မႈ ျဖစ္ေစမည့္ ၄၀၁ပုဒ္မခြဲ(၁) ေၾကာင့္ လြတ္ေျမာက္ လာေသာ ႏုိင္ငံေရး အက်ဥ္းသားမ်ား၏ လြတ္လပ္စြာ လႈပ္ရွား ေဆာင္ရြက္ခြင့္ႏွင့္ လူ႔ အခြင့္အေရးကို မ်ားစြာ
ထိခုိက္ေစမည္ ျဖစ္သည္။

ထိုသို႔ခြဲျခား၍ လႊတ္ေပးျခင္းသည္ လြတ္ေျမာက္မႈ မရွိဘဲ အက်ဥ္းေထာင္မ်ား ထဲတြင္ က်န္ရွိ ေနေသးသည့္ ၁၀၀၀ နီးပါး အေရအတြက္ ရွိေသာ ႏိုင္ငံေရး အက်ဥ္းသားမ်ားအား စိတ္ပိုင္းဆိုင္ရာ၊ ရုပ္ပိုင္း ဆိုင္ရာအရ မ်ားစြာ ထိခိုက္ေစမည္ ျဖစ္သည္။ တနည္းအားျဖင့္ ညွင္းပန္း ႏွိပ္စက္ျခင္းတမ်ိဳးပင္ ျဖစ္သည္ဟု
မိမိတုိ႔မွ ယူဆပါသည္။ တဆက္တည္းတြင္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႔မ်ားမွ အက်ဥ္း က်ခံေနရသူတို႔ကို ခ်န္ပစ္ခဲ့ျခင္းမွာလည္း အမ်ိဳးသား ရင္ၾကား ေစ့ေရးကို မ်ားစြာ ထိခိုက္ေစမည့္ လုပ္ရပ္ပင္ ျဖစ္ပါသည္။

ရွိၿပီး ယခု တေခါက္တြင္ ၃၀၂ ဦးလႊတ္ေပးခဲ့ၿပီး ၁၂၈ မွာ ေဖာက္ခြဲေရး ကဲ့သုိ႔ေသာ အၾကမ္းဖက္မႈ ဆုိင္ရာ ပုဒ္မမ်ားျဖင့္ တရားစြဲဆုိ ဖမ္းဆီးထားသျဖင့္
လႊတ္ေပးႏုိင္ျခင္း မရွိေသးေၾကာင္း ဆုိခဲ့ပါသည္။ ထုိ အေရအတြက္သည္ လံုး၀ လက္ခံႏုိင္ဖြယ္ မရွိသည့္ အေရအတြက္ပင္ ျဖစ္ပါသည္။လက္ရွိ ေအေအပီပီ စာရင္းအရ ႏုိင္ငံေရး အက်ဥ္းသား ၁၀၀၀ ေက်ာ္ က်န္ရွိေနမည္ ျဖစ္ၿပီး ထုိအထဲမွ ၆၀၀ ေက်ာ္မွာ ေထာင္မ်ားထဲတြင္ ရွိေၾကာင္း အတည္ျပဳခ်က္ ရထားၿပီး

STATEMENT BY SENATOR McCAIN ON THE RELEASE OF POLITICAL PRISONERS BY PRESIDENT THEIN SEIN

Washington, D.C. -- U.S. Senator John McCain (R-AZ) today released the following statement on the release of political prisoners by President Thein Sein and other developments:

“Today’s release of hundreds of political prisoners by President Thein Sein is a significant positive development. Those individuals now freed include many long-serving, high-profile, and courageous champions of democracy, whom I and others in the international community have consistently urged the government to release. I hope the release of these men and women demonstrates that President Thein Sein’s government is committed to continuing to fulfill all of its promises of democratic reform. I urge the leadership in Nay Pyi Taw to release all of the remaining prisoners of conscience in the country as soon as possible.

“I am also encouraged by reports of a ceasefire agreement between the government and the Karen National Union. Implementing such an agreement would be an important step forward in helping the country end its long-running internal conflicts, which have destroyed the lives of countless people. Democratic reform can only be a reality when the entire country is at peace and all of its citizens, especially ethnic minorities, no longer live in fear of violence and abuse.
“In light of these positive steps, I welcome Secretary Clinton’s announcement that the United States will now begin the process of normalizing diplomatic relations with the government in Nay Pyi Taw, including the exchange of Ambassadors. I will be traveling with a Congressional delegation to Southeast Asia next week, which will include visits to Nay Pyi Taw and Rangoon. I look forward to continuing my discussions with government leaders and Aung San Suu Kyi about the next steps of their country’s development and how the United States, especially the Congress, can support this process of change.”

Good morning. When I visited Burma in December on behalf of President Obama and the United States, I encouraged authorities to continue along the path of reform. In particular, I urged them to unconditionally release all political prisoners, halt hostilities in ethnic areas, and seek a true political settlement. This would broaden the space for political and civic activity, and by doing so, it would lay the groundwork to fully implement legislation that would protect universal freedoms of assembly, speech, and association. I also urged that they sever all illicit military ties with North Korea.

Since then, we have seen progress on several fronts. Today, I join President Obama in welcoming the news that the government has released hundreds of political prisoners, several of whom have languished in prison for decades. This is a substantial and serious step forward in the government’s stated commitment to political reform, and I applaud it, and the entire international community should as well. Aung San Suu Kyi has welcomed these dramatic steps as further indication of progress and commitment.

Many of the people released today have distinguished themselves as steadfast, courageous leaders in the fight for democracy and human rights at critical times in their country’s recent history. And like all of the people of their country, they want and deserve to have a voice in the decisions that affect their lives.

I also warmly welcome news of a ceasefire agreement between the government and the Karen National Union. The KNU has been involved in one of the longest-running insurgencies anywhere in the world, and entering a ceasefire agreement that begins to address the longstanding grievances of the Karen people is an important step forward. It is in that spirit that I urge the government to enter into meaningful dialogue with all ethnic groups to achieve national reconciliation, to allow news media and humanitarian groups access to ethnic areas.

In addition to the ceasefire and the release of political prisoners, the civilian leadership has taken other important steps since assuming power in April 2011, including easing restrictions on media and civil society; engaging Aung San Suu Kyi in a substantive dialogue and amending electoral laws to pave the way for the National League for Democracy to participate in the political process; setting a date for the by-elections this year; passing new legislation to protect the right of assembly and the rights of workers; beginning to provide humanitarian access for the United Nations and NGOs to conflict areas; and establishing their own national Human Rights Commission.

As I said last December, the United States will meet action with action. Based on the steps taken so far, we will now begin. In consultation with members of Congress and at the direction of President Obama, we will start the process of exchanging ambassadors with Burma. We will identify a candidate to serve as U.S. Ambassador to represent the United States Government and our broader efforts to strengthen and deepen our ties with both the people and the government.

This is a lengthy process, and it will, of course, depend on continuing progress and reform. But an American Ambassador will help strengthen our efforts to support the historic and promising steps that are now unfolding. I have also instructed my team at the State Department to identify further steps that the United States can take in conjunction with our friends and allies to support the reforms underway. And I intend to call President Thein Sein and Aung San Suu Kyi this weekend to underscore our commitment to walk together with them on the path of reform.

Of course, there is more work to be done, and we will continue to work with the government on their reform and reconciliation efforts, including taking further steps to address the concerns of ethnic minority groups, making sure that there is a free and fair by-election, and making all the releases from prison unconditional, and making sure that all remaining political detainees are also released.

But this is a momentous day for the diverse people of Burma, and we will continue to support them and their efforts and to encourage the government to take bold steps that build the kind of free and prosperous nation, that I heard from everyone I met with, they desire to see. We believe that that future is achievable, and we look forward to being a partner and a friend as we see the progress continue. Thank you.
