Rohingya with other – Chin, Kachin, Shan, Kayah and Mon - ethnic groups’ representatives met British Prime Minister at the residence of the British ambassador in Rangoon today at evening, according to a source from Rangoon.
“The Rohingya political party leaders from 2010 general election who attended the meeting, Abu Taher from National Democratic party for Development (NDPD).”
“Abu Taher highlighted the situation on Rohingya people of Arakan who are facing recently on – force labors, extortion, health, education, movement restriction, marriage restriction, religious persecution, unprecedented taxation, arbitrarily arrest and land confiscation- with recent report and appeal letter of NDPD to Burmese government which mention to find a solution about Rohingya issue of Arakan,” according to a Rohingya elite from Rangoon.
Abu Taher is Central Executive member, Head of Political Bureau and Research and development. He won from People’s Parliament, Buthidaung Township in 2010 election.

Unless the EU sets benchmarks for real and irreversible change, the Burmese government will assume it's business as usual
For many decades, Burma seemed to be stuck in an endless cycle of suffering. Every 10 years or so there would be an uprising, which would then be brutally crushed. My own father was involved in those uprisings, and was jailed for his role in them. It seems like this cycle has been broken at last. My father and hundreds of other political prisoners have been released. Byelections have seen Aung San Suu Kyi win a seat in parliament at last.
The pace of change has been fast, but the international response faster. David Cameron has now secured the agreement of Aung San Suu Kyi that, except for the arms embargo, EU sanctions against Burma should be suspended. This is a significant shift in strategy, and a potentially risky one. In the past the policy has always been to relax sanctions in return for positive steps taken. Now the policy has been reversed, suspending sanctions before change, in the hope it will encourage further reform.
While the public talk is positive, it may be that Aung San Suu Kyi and the British government are concerned that the pace of change may falter, and are taking a gamble to try to keep momentum going. Not one of the benchmarks set by the UK and EU for the lifting of sanctions have been met. The unconditional release of all political prisoners has not happened. Hundreds of political prisoners remain in jail, and most of the prisoners who were released were not released unconditionally. Conflict has not ended. Attacks against ethnic minority civilians by the Burmese army have continued, resulting in horrific human rights abuses. And the byelections were not free and fair, even though the National League for Democracy did win almost all the seats they competed in.
There is no doubt that the military-backed government wants sanctions lifted. This is a big reason why changes have been taking place. There is now no way president Thein Sein can continue to complain that he has been making changes that haven't been rewarded by the international community. The next step is up to him. The danger, though, is that now they have got what they want, they could slow or even halt the pace of reform.
Unless the EU sets a clear timeline for reform, the Burmese government will assume the suspension will become permanent. Therefore, the EU should set benchmarks for real and irreversible change. They have called for the unconditional release of all political prisoners, but should also demand the repeal of the repressive laws that put them there in the first place. As my father says, any time the government wants, it can send him back to jail. I'm still very scared this could happen.
The EU has called for an end to ethnic conflict, but ceasefires without a political solution to the root causes of the conflict won't bring lasting peace. The EU must ensure there is a real dialogue with ethnic representatives, which will lead to constitutional change.
The EU called for free and fair elections, but these are impossible because of electoral, censorship and security laws in Burma. These need to be repealed for free elections to be possible.
And finally, there must be an inclusive dialogue process which leads to legal and constitutional change. So far all changes have been top-down decisions by the president, with some communication with Aung San Suu Kyi. Other political groupings have not been included in any genuine dialogue process, nor have ethnic representatives. Burma's current constitution gives the military control over every level of government. Until this is changed, reforms won't be irreversible.
The EU used to review sanctions on Burma every six months rather than annually, and should now return to this timeframe. If benchmarks are not met, there should be no delay in starting to re-impose sanctions.

The issue of sanctions on Burma has been spreading around the globe right now.
Does Burma’s President Thein Sein government deserve the reward of lifting sanctions for its recent positive reforms?
The Association of Southeast Asian Nations (ASEAN) says it deserves so, while others do not agree to lift sanctions in a hurry. In fact, there are still a number of human rights abuses happening in the ethnic areas and situation needs to see more reforms especially in the political and economic equality.
Many intercontinental governments have use of sanctions on Burma to make the regime correct its unacceptable deeds in the areas of human rights and jurisdiction.
The point is clear: the military leaders cannot persist to ignore the hope of the people, and that they must look for a nonviolent solution through political dialogue to resolve the political stalemate in Burma.
With such a focus, sanctions have strengthened both the legitimacy and possibility of political dialogue in Burma, and they are effective tools to advance the dialogue process between regime and the opposition.
All foreign investments so far have been helping to finance the military regime, which spent more than 40% of national funds to build up the armed forces. It is needless to repeat how Burma’s military regime has been mistreating its own populace. Piles of reports by UN Human Rights Special Rapporteurs and credible international human rights organizations have recorded the undeniable.
People believe that foreign investment under the military rule is more beneficial to the regime and more harm to the people of Burma. Therefore, those who are investing in military-run Burma are indirectly responsible for the human rights violations committed by the Burma Army and its impediment to democratic reform in Burma.
It is remarkable that opposition leader Aung San Suu Kyi has been calling constantly for amending the previous junta made 2008 constitution, saying that its automatic allocation of 25 percent of the parliamentary seats to unelected representatives of the military is not democratic.
The National Coalition Government of the Union of Burma (NCGUB), Burmese government in exile, has advised Washington not to hurriedly relieve sanctions against Burma’s current quasi-civilian government. The NCGUB and various rights groups support U.S. engagement with Burmese government, but they also would like to pressure for transform.
During ASEAN’s two-day annual summit meeting in Cambodian, ASEAN leaders have discussed to issue a proper call to western countries lifting sanctions on Burma, while the EU is shifting direction towards lifting sanctions principally.
However, Western democracies must think over and over again regarding lifting of sanctions as a reward for the Thein Sein government.
If the International Governments observed seriously on Burma’s sanction issue, they must urge Thein Sein government to stop military offensive against ethnic minority people. Currently, war against Kachin people is at its height and burning villages, looting, rape and extra judicial killing are still going on. There are more than 60,000 Kachin war refugees on the Sino-Burma border without having any humanitarian assistance from the ruling government.
Besides, it is also necessary to release unconditionally all remaining political prisoners with fabricated terrorism charges. According to former political prisoner Zarganar who recently visited the US said during a public event at the National Endowment for Democracy, releases of political prisoners are conditional under threat of ‘Section 401 of the Criminal Procedure Code’.
The military regime uses Section 401 as the legal mechanism for those amnesties. Article (1) of Section 401 grants the President the power to suspend a sentence, while article (3) gives power to cancel that suspension and order re-arrest of a person at any time without a warrant, requiring that he or she must serve the remainder of the original sentence.
The Western Democracies need to focus on the current 2008 Constitution which gives too much power to military such as 25% regular parliamentary seats without contesting in elections and it also grants military chief to retake power on security reasons. It is required to amend the military dominant provisions in keeping democratic norms.
Moreover, numerous acres of farmland were confiscated from the poor common farmers by the military and their cronies all over the country. All the lands confiscated by the military around the country without fair compensation or land replacement must be returned to the poor farmers.
In addition, the previous junta withdrew professional licenses from various citizens who support democratic causes. It is necessary to restore licenses of lawyers, physicians, engineers and other professionals whose work-permits were revoked by military due to their support to democracy movement.
Furthermore, the current government needs to establish ‘Independent Judicial System’ to prevent discrimination, injustice and charade of rule of law. Today, citizens have no rights to enjoy the fair proceedings. Most court judgments were made by high-ranking government officials instead of the respective judges.
Additionally, it is essential to change current top down nomination process in government’s bureaucratic system or political cronyism pattern. It is also important to provide equal business opportunity to each and every one and to stop current crony capitalism with connection to military authorities.
And also one crucial thing to take action seriously is eradication of drug trafficking in Burma. Poppy growing and opium production in Shan State have increased over the past two years due to authorities as well as armed groups are involving in the drug trade and growing economic despondency caused by cronyism, corruption and unprofessional conduct of the establishment.
The making of illicit drugs in Burma has considerable international, regional and national end results. At the international level, the opium and heroin produced in the country are consumed in Asia distributed through China and Thailand as well as the rest of Asia, reaching destinations as far away as Australia, North America and Europe. There are 6 well-known drug lords in Burma’s current parliament, who represented the army-backed Union Solidarity and Development Party (USDP), according to Shan Herald Agency for News (S.H.A.N.).
To be frank, ASEAN leaders are committing hasty generalization to lift sanctions on Burma, although there are many more inappropriate things against a free society. In reality, ASEAN did not help anything en route for change in Burma. It even has no record of stating disapproval of Burma Army’s human rights abuses in the ethnic areas as a morally first-class grouping.
Without addressing the above mentioned issues, lifting of the US and the EU Sanctions would be unwise.

Not everyone is happy with impending moves by western powers to ease sanctions against the government of Myanmar, also known as Burma.
An official representative of the country's Rohingya minority – an ethnic Muslim group that has long suffered in Buddhist-dominated Burma and who have long complained of persecution and abuse by its repressive military – has asked the United States to base a relaxation of sanctions on perceived improvements on human rights issues.

Dr. Wakar Uddin, chairman of the Burmese Rohingya Association of North America, urged circumspection with regard to Myanmar while meeting with figures from the U.S. state department, the Senate foreign relations committee and the House of Representatives human rights commission.
In recent weeks, U.S. Secretary of State Hilary Clinton, British Prime Minister David Cameron and the European Union have indicated they may loosen sanctions against Myanmar after more than 50 years in the wake of historic elections that saw the entry of longtime democratic activist Aung San Suu Kyi into parliament.
While Myanmar's President Thein Sein – the first civilian leader of the country in more than half a century -- has enacted certain reforms, Uddin wants him to do more, including the release of Rohingya political prisoners.
"If somehow the Burmese government [manages] to get sanctions lifted and the Rohingya issue is not resolved, we are finished," Uddin told the BBC.
"There is no hope because they will not revisit this. Whatever needs to be done about the Rohingya, it has to be done before the sanctions are lifted."
Clinton reportedly discussed the Rohingya problem during her meeting with Sein in Rangoon a few weeks ago, leading the state department to request that Myanmar takes "concrete steps" to address the Rohingya' legal status and to "immediately end human rights abuses" inflicted upon them.
Meanwhile, the Rohingya remain in limbo. The Myanmar government claims they are migrants from India who are not eligible for citizenship. Western nations, the United Nationsand India assert the Rohingya are indigenous to Myanmar.
In Burma’s northern Rakhine state, some 800,000 stateless Muslims, mostly Rohingya, account for 90 percent of the region’s population.
Uddin declared that the state's persecution of his fellow Rohingya has only intensified in recent weeks.
"The human rights situation - has gotten worse since the election," he said.
"The government is trying to show the West that they are dealing with the Karen [another aggrieved ethnic group] and other groups by giving rights and making a truce. But they are showing the carrot in one hand and the stick for us [the Rohingya] in the other. It's a distraction and a diversionary tactic."
Similarly, Nurul Islam, president of the London-based Arakan Rohingya National Organization, told the IRIN news agency: “There is no change of attitude of the new civilian government of… Thein Sein towards Rohingya people; there is no sign of change in the human rights situation of Rohingya people. Persecution against them is actually greater than before.”
According to the United Nations, the Rohingya who live in Burma are forbidden from owning property, marrying or even traveling without state permission. Many are subject to forced slave labor and extortion by authorities.
Many Rohingya have also moved to neighboring Bangladesh, where they are also unwanted.
Jennifer Quigley, of the US Campaign for Burma, an advocacy group, told BBC: "The U.S. and the international community need to make citizenship and the treatment of the Rohingya a benchmark for lifting sanctions The U.S. is giving too much too fast. It doesn't give any incentive to keep the reform process going."
Indeed, Burma has one of the worst human rights records of any nation on earth. The military-led abuse and mistreatment of its ethnic minorities remains a sordid, black mark on the country’s psyche.
About 2-million Rohingya live in the northwestern parts of Burma, near the Bangladesh border.
Mizzima, the India-based Burmese news agency reported a few years ago that Rohingya women in Burma are frequently subject to sexual abuse and rape by Burmese soldiers. Reportedly, Burma’s military continues to commit atrocities against the civilian Rohingya population.
As such, desperate Rohingya pour across the borders into Bangladesh every year – although they are Muslims like the overwhelming majority of Bangladeshis, the Rohingya are despised and rejected there as well. Bangladesh, already impoverished and overpopulated, simply cannot cope with the influx.
Mojibar Rahman, a Rohingya refugee living in a United Nations camps in Bangladesh, told Agence France Presse: "We thought that after the election [of a civilian government in Burma], the situation would improve for Rohingya in Myanmar, but it hasn't… no one wants to go back.”
Indeed, Rohingya are trapped in a hopeless Catch-22… unwanted in Bangladesh, and rejected by Burma since they lack Burmese citizenship.
Some Rohingya refugees have made it as far as Malaysia to the east or the Arab countries towards the west. Many are also in Thailand. But wherever they are, Rohingya remain vulnerable.
Refugees International has reported that “in both Bangladesh and Malaysia, repressive government policies and lack of adequate international support force the Rohingya to struggle for survival in both countries. The inability of the Rohingya to access basic services in both Bangladesh and Malaysia is further compounding their vulnerability.”
An elderly Rohingya refugee living in a camp in Kutupalong, Bangladesh, told BBC: "We have nothing in Burma. We are disabled people, like slaves. We cannot work because our hands and feet are cut off. If we don't permission to travel we are sent to jail. We are really like slaves there.”
A younger Rohingya at the same camp lamented: "If I stay in Bangladesh, what will I do? Even if I build a house here people will treat me as Burmese... this is a hated word. I have a ray of hope in my heart that one day there will be peace in Burma and my people will get back all their lives."
Panchali Saikia, a research officer at the Institute of Peace and Conflict Studies in India, wrote of the Rohingya: “After providing shelter to the Rohingya for nearly three decades, Bangladesh is now concerned about the annual increase in their numbers. Apart from being an economic burden, the Rohingya’ involvement in insurgent activities along the Myanmar-Bangladesh border is feared by the government. Hence to reduce the influx, the government has declared that it will no more consider any asylum seeker as refugee.”
She further stated: “Anti-Rohingya communities in Bangladesh have also pressurized the government to repatriate the Rohingya. Due to the denial of protection, assistance, and fear of repatriation, the Rohingya are now escaping to Malaysia through the sea route. Malaysia is seen as the best destination because of the religion factor. Also, the Malaysian government’s permit to access the UN Refugee Agency (UNHCR) has attracted asylum seekers.”
Saikia added: “The plight of the Rohingya and the growing concern over their influx is not only confined to Myanmar, Bangladesh and Thailand. Other regional powers like India, Indonesia and Malaysia must also engage themselves considering its security implications. The forcible push-backs are a major threat to the maritime as well as border security of these countries. Left with no other option, the Rohingya are vulnerable to being recruited by sea pirates and involved in arms and drug smuggling.”
Now, with the election of Suu Kyi into Myanmar's parliament, some Rohingya are optimistically cautious.
Islam of The Arakan Rohingya National Organization told IRIN: “Obviously she [Suu Kyi] is ignoring the Rohingya problem, a key human rights issue in Burma. However, still the Rohingya have high expectations of her. Rather than avoiding the Rohingya people and their problem,... Aung San Suu Kyi should take all measures to formally accommodate Rohingya into the family of the Union of Burma, with full ethnic and citizenship rights, as one of the many ethnic nationalities of the country.”
Tin Soe, the editor of the Bangladesh-based Rohingya newsgroup, Kaladan Press Network, told IRIN that the establishment for democracy in Myanmar would set a precedent for the rights of his people.
“We Rohingya will fight for our rights in the parliament if democracy comes to Burma,” Soe said. “Then we will lobby the parliament, hold demonstrations, and show them the results of our fact finding. Now you basically have the armed forces still in power - with them you cannot do anything.”
Soe also pointed out, however. that when Burma transitioned from a military government to a civil leadership in 2010 with the election of Thein Sein, Rohingya saw their hopes dashed.
“After the 2010 election the Rohingya situation is going from worse to worse,” said Soe, citing that Rohingya received voting rights in that poll and were promised citizenship if they voted for the military regime's candidates. Promises that were hollow and unfulfilled.

Not everyone is happy with impending moves by western powers to ease sanctions against the government of Myanmar, also known as Burma.
An official representative of the country's Rohingya minority – an ethnic Muslim group that has long suffered in Buddhist-dominated Burma and who have long complained of persecution and abuse by its repressive military – has asked the United States to base a relaxation of sanctions on perceived improvements on human rights issues.

Dr. Wakar Uddin, chairman of the Burmese Rohingya Association of North America, urged circumspection with regard to Myanmar while meeting with figures from the U.S. state department, the Senate foreign relations committee and the House of Representatives human rights commission.
In recent weeks, U.S. Secretary of State Hilary Clinton, British Prime Minister David Cameron and the European Union have indicated they may loosen sanctions against Myanmar after more than 50 years in the wake of historic elections that saw the entry of longtime democratic activist Aung San Suu Kyi into parliament.
While Myanmar's President Thein Sein – the first civilian leader of the country in more than half a century -- has enacted certain reforms, Uddin wants him to do more, including the release of Rohingya political prisoners.
"If somehow the Burmese government [manages] to get sanctions lifted and the Rohingya issue is not resolved, we are finished," Uddin told the BBC.
"There is no hope because they will not revisit this. Whatever needs to be done about the Rohingya, it has to be done before the sanctions are lifted."
Clinton reportedly discussed the Rohingya problem during her meeting with Sein in Rangoon a few weeks ago, leading the state department to request that Myanmar takes "concrete steps" to address the Rohingya' legal status and to "immediately end human rights abuses" inflicted upon them.
Meanwhile, the Rohingya remain in limbo. The Myanmar government claims they are migrants from India who are not eligible for citizenship. Western nations, the United Nationsand India assert the Rohingya are indigenous to Myanmar.
In Burma’s northern Rakhine state, some 800,000 stateless Muslims, mostly Rohingya, account for 90 percent of the region’s population.
Uddin declared that the state's persecution of his fellow Rohingya has only intensified in recent weeks.
"The human rights situation - has gotten worse since the election," he said.
"The government is trying to show the West that they are dealing with the Karen [another aggrieved ethnic group] and other groups by giving rights and making a truce. But they are showing the carrot in one hand and the stick for us [the Rohingya] in the other. It's a distraction and a diversionary tactic."
Similarly, Nurul Islam, president of the London-based Arakan Rohingya National Organization, told the IRIN news agency: “There is no change of attitude of the new civilian government of… Thein Sein towards Rohingya people; there is no sign of change in the human rights situation of Rohingya people. Persecution against them is actually greater than before.”
According to the United Nations, the Rohingya who live in Burma are forbidden from owning property, marrying or even traveling without state permission. Many are subject to forced slave labor and extortion by authorities.
Many Rohingya have also moved to neighboring Bangladesh, where they are also unwanted.
Jennifer Quigley, of the US Campaign for Burma, an advocacy group, told BBC: "The U.S. and the international community need to make citizenship and the treatment of the Rohingya a benchmark for lifting sanctions The U.S. is giving too much too fast. It doesn't give any incentive to keep the reform process going."
Indeed, Burma has one of the worst human rights records of any nation on earth. The military-led abuse and mistreatment of its ethnic minorities remains a sordid, black mark on the country’s psyche.
About 2-million Rohingya live in the northwestern parts of Burma, near the Bangladesh border.
Mizzima, the India-based Burmese news agency reported a few years ago that Rohingya women in Burma are frequently subject to sexual abuse and rape by Burmese soldiers. Reportedly, Burma’s military continues to commit atrocities against the civilian Rohingya population.
As such, desperate Rohingya pour across the borders into Bangladesh every year – although they are Muslims like the overwhelming majority of Bangladeshis, the Rohingya are despised and rejected there as well. Bangladesh, already impoverished and overpopulated, simply cannot cope with the influx.
Mojibar Rahman, a Rohingya refugee living in a United Nations camps in Bangladesh, told Agence France Presse: "We thought that after the election [of a civilian government in Burma], the situation would improve for Rohingya in Myanmar, but it hasn't… no one wants to go back.”
Indeed, Rohingya are trapped in a hopeless Catch-22… unwanted in Bangladesh, and rejected by Burma since they lack Burmese citizenship.
Some Rohingya refugees have made it as far as Malaysia to the east or the Arab countries towards the west. Many are also in Thailand. But wherever they are, Rohingya remain vulnerable.
Refugees International has reported that “in both Bangladesh and Malaysia, repressive government policies and lack of adequate international support force the Rohingya to struggle for survival in both countries. The inability of the Rohingya to access basic services in both Bangladesh and Malaysia is further compounding their vulnerability.”
An elderly Rohingya refugee living in a camp in Kutupalong, Bangladesh, told BBC: "We have nothing in Burma. We are disabled people, like slaves. We cannot work because our hands and feet are cut off. If we don't permission to travel we are sent to jail. We are really like slaves there.”
A younger Rohingya at the same camp lamented: "If I stay in Bangladesh, what will I do? Even if I build a house here people will treat me as Burmese... this is a hated word. I have a ray of hope in my heart that one day there will be peace in Burma and my people will get back all their lives."
Panchali Saikia, a research officer at the Institute of Peace and Conflict Studies in India, wrote of the Rohingya: “After providing shelter to the Rohingya for nearly three decades, Bangladesh is now concerned about the annual increase in their numbers. Apart from being an economic burden, the Rohingya’ involvement in insurgent activities along the Myanmar-Bangladesh border is feared by the government. Hence to reduce the influx, the government has declared that it will no more consider any asylum seeker as refugee.”

With hundreds of political prisoners still in jail, military attacks against ethnic minorities still taking place, and no legal or constitutional changes that make Burma more democratic and reduce the power of the military, the complete lifting of EU sanctions would be premature.
In supporting the suspension of EU sanctions, Aung San Suu Kyi is making a bold and brave gesture to the government of Burma, showing she is willing to compromise and take positive steps. The ball is now in the court of the military-backed government. They now have to deliver real change.
Aung San Suu Kyi is reported to have stated: “This would strengthen the hand of the reformers - not just the suspension but the fact that there is always a possibility of sanctions coming back again if the reforms are not allowed to proceed smoothly.”
“The suspension of EU sanctions keeps the pressure on the Burmese government to continue reforms, while also making a strong positive gesture that genuine reforms will be rewarded,” said Anna Roberts, Executive Director of Burma Campaign UK. “For the threat of re-imposition of sanctions to be credible, the EU must set clear timelines and benchmarks. We know from experience that the Burmese government is expert at delaying tactics. We also know the EU can tend to be slow and indecisive, looking for reasons to delay action.”
After years of debate about sanctions, it is now clear that, combined with domestic pressure, sanctions have played an important role in encouraging reform in Burma. To completely abandon sanctions just as they are working would have been a serious mistake.
Burma Campaign UK also warned companies thinking of investing in Burma that they should not think of the country as a place where they can exploit cheap labour and grab natural resources at bargain-bucket prices, thanks to the lack of proper laws protecting workers and the environment. Many sectors attractive to investors, such as mining, timber, oil, gas and dams, have been directly linked to serious human rights abuses and environmental destruction. Any European companies investing in projects where such abuses take place will be subject to high profile boycott campaigns.
“Despite reforms, Burma is still a country with one of the worst human rights records in the world, and where the military has constitutional control over every level of government,” said Anna Roberts. “Burma is still a very long way from being a democracy.”

Mr Cameron is the first Western leader to visit Burma since her success in a series of parliamentary by-elections.
He is also the first UK prime minister ever to visit the country.
Earlier, Mr Cameron met President Thein Sein and said the government had to demonstrate that moves to democracy were "irreversible".'Send a signal'
Burma was ruled for almost half a century by a military junta that stifled almost all dissent and wielded absolute power. The EU, US and other nations imposed sanctions.
The first general election in 20 years was held in 2010.
The installation of a military-backed, nominally civilian government in March 2011 and a series of reforms since - including the release of hundreds of political prisoners - has led to speculation that decades of international isolation could be coming to an end.
Speaking at a joint press conference with Ms Suu Kyi at the lakeside villa where she spent 15 years under house arrest, Mr Cameron said the arms embargo in place against Burma should remain in place, but it was right to suspend - not lift - the remaining sanctions.
They include an assets freeze imposed on nearly 500 people and restrictions on key industries such as mining and timber.
"[Burma] shouldn't be as poor as it is. It shouldn't have suffered under dictatorship for as long as it has, and things don't have to be that way," the prime minister said.
"I do think it is important to send a signal that we want to help see the changes that can bring the growth of freedom of human rights and democracy in your country."'Long way yet'
Mr Cameron said it was right to respond to signs of change "with care", adding: "All courses of action are full of risk, but I think this is the right step forward."
He also praised Ms Suu Kyi, calling her "an inspiration for people across the world".

"To remove all the sanctions would be a little bit silly - I'm afraid that these changes will stop," she said.
Burma is the final leg of the prime minister's tour of South East Asia promoting UK interests.
Prior to arriving in Nay Pyi Taw, he stopped briefly in Singapore to meet its leader, Prime Minister Lee Hsien Loong.
Ten members of the business delegation, which includes defence firms, accompanying Mr Cameron on his tour are also in Burma.

The National League for Democracy's platform ahead of the April 1 by-elections called for amending some sections of the constitution that the party considers undemocratic. A clause in the oath saying lawmakers have to protect and safeguard the Constitution contradicts the party's policy, NLD spokesman Nyan Win said.
The party won 43 of the 44 seats it contested, include one won by Suu Kyi herself. It would be the biggest opposition party in the military-dominated legislature that convenes April 23, and Suu Kyi, a Nobel Peace laureate and former political prisoner, would have a voice in government for the first time.
"We as citizens will abide by the Constitution but the oath says we have to protect the constitution. This is contradictory to our party policy," said Nyan Win. "To enable our elected representatives to take the oath, we need the oath of affirmation changed or we get a clearer interpretation of what it means by protecting the constitution."
The by-election's outcome was considered a major step toward reconciliation after decades of military rule in Myanmar, where President Thein Sein has undertaken political reforms since taking office a year ago.
Wooing Suu Kyi's party to rejoin politics after it boycotted the 2010 election was a key turning point in the government's campaign for Western economic sanctions imposed during military rule to be lifted.

A prominent member of Burma's persecuted Rohingya Muslim minority has urged the US to limit any plan to lift sanctions against the country until the group's human rights can be guaranteed.
This week Dr Wakar Uddin, chairman of the Burmese Rohingya Association of North America, met officials of the US state department, members of the Senate foreign relations committee and members of the House of Representatives human rights commission to urge caution.
His plea comes in the wake of the election to parliament of dissident Aung San Suu Kyi, and as the US reconsiders some of its two-decades-old suite of sanctions against the South-East Asian country.
In the meetings, Dr Uddin also called for the release of Rohingya leaders imprisoned since the 2010 election that brought President Thein Sein to power.
"If somehow the Burmese government manage to get sanctions lifted and the Rohingya issue is not resolved, we are finished," Dr Uddin told the BBC.
"There is no hope because they will not revisit this. Whatever needs to be done about the Rohingya, it has to be done before the sanctions are lifted."'Some positive steps'

But the Burmese government says they are relatively recent migrants from the Indian sub-continent. As a result, the country's constitution does not include them among indigenous groups qualifying for citizenship.
The UN and other advocacy groups say their lack of legal status has led to systematic human rights abuses including rape, torture, abduction, forced labour, land confiscation. They are also forbidden to marry and to travel outside their villages without official permission.
The BBC approached the Burmese embassy in Washington DC for comment, but has received no response.
Hundreds of thousands of Rohingya fled to Bangladesh in 1978 and the early 1990s. Twenty-eight thousand are sheltered in UN refugee camps, but the majority live in informal camps where they suffer from malnutrition and have little access to healthcare and education.

Jennifer Quigley, of the US Campaign for Burma, an advocacy group, says: "The US and the international community need to make citizenship and the treatment of the Rohingya a benchmark for lifting sanctions.
"The US is giving too much too fast. It doesn't give any incentive to keep the reform process going."
While evidence of abuse is anecdotal and hard to verify because of restricted access to the region, Dr Uddin, a biologist at Pennsylvania State University, says his sources tell him that the Burmese government has stepped up oppressive action.
"The Rohingya situation - the human rights situation - has gotten worse since the election," he says.
But the state department says it has no "substantive evidence" the Burmese government has launched a co-ordinated crackdown against the Rohingya. According to a spokesman, some aid groups say conditions have even eased, with Rohingyas being granted more freedom of movement inside townships.
However, Dr Uddin fears the West is being distracted by apparent reforms elsewhere in Burma and wants an independent team of international observers to monitor the situation in Arakan State where the Rohingya live.
In January the government signed a ceasefire deal with Karen rebels who had waged a battle for greater autonomy for more than six decades. Western governments demand an end to the conflict before they will lift sanctions.
"The government is trying to show the West that they are dealing with the Karen and other groups by giving rights and making a truce," he said.
"But they are showing the carrot in one hand and the stick for us [the Rohingya] in the other. It's a distraction and a diversionary tactic."

On the eve of Prime Minister David Cameron’s visit to Burma, Burma Campaign UK called on him to highlight the serious on-going human rights abuses in the country, and the lack of legal democratic reform.
Despite reforms that have taken place, and allowing the NLD to compete in recent by-elections, human rights abuses have increased since President Thein Sein came to power last year.
On-going human rights abuses which the Prime Minister should raise with President Thein Sein include:
• Hundreds of political prisoners still in jail, kept in appalling conditions. The International Committee of the Red Cross is still being denied access to prisons to assess conditions and number of prisoners.
• An increase in Burmese Army attacks against ethnic minority civilians following the Burmese Army breaking ceasefires in Shan and Kachin States. Human rights abuses committed by the Burmese Army in recent months include: Rape, extrajudicial killings, abductions, torture, deliberate targeting of civilians with mortar and machine gun fire, looting, beatings, forced labour and use of child soldiers.
• The number of people forced to flee their homes who are now internal refugees has risen from around 70,000 in 2010 to more than 150,000 in 2011.
• The continued blocking of humanitarian aid to internal refugees and other people in ethnic states.
• Continuing severe repression of the Rohingya Muslim minority in Burma.
Not one repressive law has been repealed in Burma, and there has been no change to the constitution, which guarantees military control at every level of government in Burma.
“The changes in Burma appear impressive in the context of how bad things were before, but there is still a very long way to go to address continuing human rights abuses and start a transition to democracy,” said Zoya Phan, Campaigns Manager at Burma Campaign UK, and a refugee from Burma who twice spoke from the main stage at the Conservative Party conference. “We are yet to see the government or military give up any powers. Some smaller sanctions could now be relaxed to acknowledge and encourage further reform, but the Prime Minister must make it clear deeper reform is needed before all sanctions will be lifted.”
Burma Campaign UK also expressed disappointment that a business delegation is accompanying the Prime Minister on his trip to Burma, even though they will be there on tourist visas. This appears to contradict the government’s own policy of discouraging trade and investment in Burma. In opposition and in government, Prime Minister David Cameron and Foreign Secretary William Hague have shown a strong personal commitment to supporting Burma’s democracy movement. The presence of these businesspeople will open them up to criticism that trade interests, not human rights, are now driving policy on Burma.

In March the UN Special Rapporteur listed a series of human rights abuses, all committed in Burma in recent months, which could constitute war crimes and crimes against humanity. They include: ‘…grave violations of international human rights and humanitarian law, including attacks against the civilian population, extrajudicial killings, internal displacement, the use of human shields and forced labour, confiscation and destruction of property, and conflict-related sexual violence…’
