US offers partnership if Myanmar expands reforms


Honolulu, Hawaii - The United States could develop a partnership with Myanmar if the country's rulers expand recent political changes into long-term reforms, US Secretary of State Hillary Rodham Clinton said on Thursday.

Myanmar was showing the 'first stirrings of change in decades,' Clinton said in a speech on the sidelines of Asia-Pacific Economic Cooperation meetings.

'Should the government pursue genuine and lasting reform for the benefit of its citizens, it will find a partner in the United States,' she said.

But Clinton said 'many questions' remained over Myanmar's future, such as the detention of political prisoners and whether reforms would be extended to include 'peace and reconciliation in the ethnic minority areas.'

She said the US planned to seek better ties with Myanmar, Vietnam and China while encouraging them to continue political and economic reforms.

'Openness, freedom, transparency and fairness all have meaning beyond the business realm,' she said.

Myanmar President Thein Sein last week endorsed a legal amendment that opens the door for a key opposition party to rejoin national politics.

The change eliminated a clause that had blocked prisoners from joining registered political parties and effectively prevented the National League for Democracy (NLD) from contesting last year's general election. NLD leader Aung San Suu Kyi was under house arrest during the November election, and released shortly afterwards.

The NLD boycotted the polls rather than drop its leader from the party, casting doubt on the election that brought the pro-military Union Solidarity and Development Party to power.

Myanmar released 200 political prisoners last month, but an estimated 1,900 remain in jail.

Founded in 1989, APEC now groups Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Taiwan, Thailand, the United States and Vietnam.

၂၀၀၉ ခုႏွစ္က စၿပီး ျမန္မာ အစိုးရနဲ႔ အေမရိကန္ ႏုိင္ငံ ထိေတြ႔ ဆက္ဆံခဲ့ပါတယ္။ ျမန္မာ အစိုးရက ဒီမိုကေရစီ ျပဳျပင္ ေျပာင္းလဲမႈေတြ လုပ္ေဆာင္မယ့္ လကၡဏာေတြ ေတြ႔ရၿပီး မၾကာခင္ လပိုင္းက သံတမန္ေရး အရ ဆက္ဆံမႈေတြ တိုးျမႇင့္ခဲ့ၿပီး ဒီထက္မက တိုးၿပီး ေျပာင္းလဲရင္ အေမရိကန္ဘက္က တုိးၿပီး ဆက္ဆံ ေဆာင္ရြက္မယ္လို႔ အထူး ကိုယ္စားလွယ္ကလည္း ေျပာခဲ့ပါတယ္။
