Re: It is the time for UN intervention to stop Rohingya ethnic cleansing 


Dear Mr. Secretary-General, 

We are writing to urge the United Nations (UN) to demonstrate its leadership in human rights by responding to victims of Burma’s ongoing ethnic cleansing on Rohingya. 

According to UN charter VII article 41 to 48, UN must intervene if the state fails its responsibility to protect its Populations from genocide, war crimes, ethnic cleansing and crimes against humanity. 

It has been very clear that Burmese quasi civilian government has failed its obligation to protect Rohingya population from ethnic cleansing and genocide while sponsoring such acts to be carried out by Rakhine extremist and its security forces. 

Burmese President U Thein Sein mistakenly exposed their master plan of ethnic cleansing to visiting UNHCR chief Antonio Guterres at July 11,2012 by asking Rohingya to be put in the camp while waiting to transfer to third countries. As the evident has proven that Burmese government has dehumanized Rohingya as illegal immigrant of Bangladesh so that every injustice committed to Rohingya will be justified. 

Second, Thousands of people had been killed were unaccounted for; thousands were wounded, handicapped, had disappeared or died of starvation, cold and disease; thousands had been forced to abandon their homes and their land, often losing families and friends. 

Third, In pursuing of the goal of ethnic cleansing, which was the direct cause of the vast majority of gross human rights violations, various atrocities and the infliction of terror among the Rohingya population, Burmese authorities of various departments and Rakhine extremists violated international legislative standards of human behavior by actively involving in killing and raping of woman Rohingya Muslim woman. .Numerous cities, various places of worship and cultural monuments had been destroyed. So had homes, shops and places of business. 

Fourth, Rohingya residential areas are systematically siege for six months and the people are not allowed to go out and make the whole residential area to be virtual prison. As a result, 1.5 million Rohingya are unable to work or do business. The people are dying every day due to lack of food, medical supply, basic essentials, physiological and emotional distress. 

Fifth, everyone know the live of the people in Refugee camps and Burmese government has no plan to allowed them to return their villages to rebuild them. Often the aid is block by extremist and government security forces cooperating with extremist. 

Six, thousands of people who can give money to human traffickers are fleeing every day with uncertainty of destination. Some of them are killed by traffickers, some of them commit suicide in the sea, and some of them are drown in sea, some of them are sold as a slave. 

Unfortunately, UN has failed to understand the systematic plan of ethnic cleansing by Burmese regime and its ally of Rakhine extremists. UN is focusing more on Humanitarian crisis as it is designed by systematic plan. 

We Rohingya community is sadden for UN failure to intervene to stop ethnic cleaning according to UN charter VII article 41 to 48.We strongly demand UN to fulfill its obligation by initiating R2P “Responsibility to Protect with the followings” 

· Send its peace keeping mission immediately. 

· Any acts of Rohingya dehumanization activities by Burmese regime must be declare as illegal. 

· Stop the siege and restore fundamental right of Rohingya with force if necessary. 

· Stop building camps and rebuild towns and villages on the destroyed land with force if necessary. 

· To make sure Burmese regime will honor very fundamental right of citizenship of Rohingya or the Rohingya land must be administered by UN. 

· Prosecute the mastermind of ethnic cleansing to the international court of justice as it is stipulated by UN charter. 

· UN must implement the above demand timely without delay or the Whole Rohingya population will be extinct.

On behalf of Rohingya community and Burmese Muslim community, we would like to convey our gratitude to honorable President Obama about his contribution for national the reconciliation in Burma. We are greatly admired by your leadership and your approach to educate Burmese civil, religious, political, military, government and general public about religious freedom, civil liberty, freedom speech and equality among all citizen of Burma. 

Most importantly your wisdom that inspire about 60 million people of Burma that “But there is no excuse for violence against innocent people. And the Rohingya hold themselves — hold within themselves the same dignity as you do, and I do.” 

The every words in your speech today have cured the mind and thought of millions of Burmese infected by General Ne Win Philosophy of Burman and Buddhist as the only superior race and religious. 

We also would like to thank and congratulate to 21 Congressmen and Senators who successfully request President to highlight the plight of Rohingya during his trip in Burma. It is our sincere thanks to our volunteers who tirelessly work hard before President historical trip to inform him about the real situation in Arakan, Burma thought Islamic Religious organizations, NGO, interfaith groups, human Right Watch, Nobel Women’s initiative etc. 

Finally, our appreciation goes to America public, ethical media, Human Right watch, Amnesty international, all peace loving activists, Rohingya people, Burmese Muslim for their desire to promote justice, peace and equality in Burma particular and the in whole world.

Dear Madam Secretary,                                                                Date: 11/1/2012 


We undersigned more than 2000 people writing to you in regard to recent violence in Arakan State Burma. It is not communal violence rather systematic aggression to words one of the most persecuted people on earth unilaterally by extremists. As a result, Hundreds of Rohingya have reportedly killed and more than hundred thousand displaced. What is happening now amounts to areas being ethnically cleansed of Rohingya people who are native people of the land. 

It is completely impossible for Burmese intelligence not knowing preplanned, well organized attack to one Muslim village by more than 20 Rakhine villages. Some attackers used various kinds of home made weapon with the help of some Political partly leaders and Military personnel. 

The government of Burma is clearly unwilling to stop violence and take any actions against those mastermind ethnic cleansing. It is well evident that government of Burma is not sincere to achieve peace while formulating long term plan to put all Rohingya in refugee camps or expel to third countries. UN peace keeping force with international observers are only credible forces to save thousand more innocent Rohingya Muslim lives and the lives of many other Muslim throughout Burma. International observers would be able to collect accurate information on the ground documented activities of criminals which will help prevent further violence. 

United State government failed to take the lead in mobilizing a robust international response when violence began. A robust initial response was needed in order to persuade the government of Burma to enforce existing law to prosecute the criminals who mastermind or involved ethnic cleansing. Instead, United State government adopted soft diplomatic approach which has never worked with Burma. It was unfortunate that Rakhine extremist and its political leaders, Burmese Buddhist civil and religious leaders misunderstood that USA will tolerate ethnic cleansing and Genocide in Burma with Trade interest priority now. 

We knew that USA will never tolerate any form of ethnic cleansing and genocide as USA was founded with the principle of Human right before trade interest. We believe in your leadership in President Obama administration as President always promise to American Public that USA trade or political interest will always be inline with protecting religious and ethnic minority in Burma. Now, United State must initiate sending UN peace keeping force in order to protect most persecuted and most vulnerable Rohingya minority from ethnic cleansing and genocide.

Free Rohingya Campaign strongly requests immediate international security, human rights and humanitarian intervention in Rakhine State in regards to allegations of national military involvement and failure of national military to prevent or protect Rakhine State Muslims from the current surge in violence. Furthermore, 50-100 boats full of Muslims escaping mid-Rakhine State violence remain afloat at sea, some for 4 days and with women and infant passengers that have already died. These boats have been denied awaiting UN and INGO relief and refuge and pushed out to sea by national military and border security, despite President Thein Sein’s assurances otherwise. Other Muslim boats have been attacked with no reported survivors when attempting to come ashore in near Taung bro, Northern Maungdaw Township. 

Since October 21, 2012, escalation in ongoing Rakhine State violence has, again, disproportionately targeted large populations of Rohingya and other Muslims with deadly violence, forced eviction by arson, forced displacement and blockade of escape, refuge and relief. This latest surge in anti-Muslim violence has been perpetrated while the Rakhine area has been under a state of emergency and national government control. Muslim survivors of these several new attacks report national military presence at these attacks without intervention. Immediately preceding the surge, Muslim populations in the targeted areas received orders of eviction with threats of violence for disobedience. Also, since September 2012, there has been an escalation in the protests, resolutions and demands for Muslim cleansing, separation, and prohibition of financial, medical or other aid to Muslims with threat of deadly violence and labels of traitor for disobedience. 

June 12, 2012, Myanmar President Thein Sein declared a state of emergency in Rakhine State in response to sectarian violence. Since the government took command and control from local authorities, violence has shifted to disproportionately target Rohingya and other Muslims in Rakhine, but remains depicted as sectarian violence. Subsequent to the declared state of emergency, national military plus local authorities and civilians have been implicated in subsequent widespread forced eviction, property destruction, forced relocation, disappearance, arbitrary arrest and violence toward large populations of Muslims. 

The Muslims disproportionately displaced in camps and villagers in their homes have been under highly restricted movement by security forces or by perpetration and threat of violence from Rakhine vigilantes, who have roamed freely with weapons. 

UN and INGO relief workers have been blocked from entering Muslim camps, treating Muslim victims of violence and setting up field clinics. Few Muslim camp inhabitants and villagers have received the large amount of food and other international relief that has been distributed. Only 30% of Muslim camp residents have access to clean water. 

Warnings have been issued to health care personnel prohibiting medical assistance to Muslims with threats of deadly violence. Muslim businesses, property and land have continued to be confiscated and/or destroyed. 

President Thein Sein thwarted UN and other Human Rights experts calls for international investigation of June – July violence in which the government national military has been implicated. 

Amid the initial disproportionate violence, President Their Sein made a request for Rakhine State Muslims be taken to UNHCR refugee camps or third countries. 

The current, recent and past allegations of direct national military involvement in mass anti-Muslim violence, other human rights violations and brutal persecution in Rakhine State necessitate immediate international security, humanitarian and human rights intervention to prevent further mass atrocities to the Muslim population in Rakhine State.

The co-founder of Free Rohingya Campaign (FRC) in New York City, USA, is pleased to announce the achievement of registration from the Office of the Secretary of State in Oregon, USA. FRC, now as a legitimate NGO in the United States, is fully functional and advancing towards its goals in cooperation with government agencies and NGOs worldwide for restoration of basic human rights and political rights of the Rohingya ethnic minority in Burma (Myanmar).
