We Strongly Condemn the Fraudulent Usage of the President’s Office: “ISLAMIC RELIGIOUS LEADERS” for Some Ordinary Muslims

Assalamualaikum Warahmatullahi Wabarakatuh

Dear Respected Myanmar Muslim Community,

There is a piece of news on the President’s Website titled “President Explains on the Situation in Rakhine State” dated today, November 16, 2012. In the news, President’s Office intentionally describes some ordinary Muslims as “ISLAMIC RELIGIOUS LEADERS” in order to mislead and deceive the people in Myanmar as well as cross the globe, the rulers and governments, NGOs, INGOs and all the brave democratic fighters around the world. The truth is that none of them was such an Islamic Religious Leader or Head.

We foresee the government’s plans for more deceptions or trickeries in the future behind such fraudulent usage of the President’s Office as “Islamic Religious Leaders.” Therefore, we, Myanmar Muslim Community, DENY the fact that the Muslims who met the former dictator Thein Sein and his government today are Islamic Religious Leaders democratically elected and accepted by the Myanmar Muslim Community at all. At the same time, we altogether strongly condemn such an intentional lie as “Islamic Religious Leaders” spread by the President’s Office.

Respectfully,

Burmese Muslim Youths For Human Rights and Justice

Since the news of US President Barak Obama to visit Myanmar has confirmed, Rights group have been urging President Obama to pressure on Myanmar quasi-Military government for the series of Human Rights abuses. Many experts have speculated that Rohingya crisis could be one of the top agenda among the topics at the meeting between two leaders.

According to the President Thein Sein’s Office spokesperson stated on his Facebook account that the President has invited some Muslim leaders and Buddhist monks to discuss Rakhine issues. The truth is that these Muslims who were invited do not represent Myanmar Muslims at all. The President does not invite anyone who belongs to five major Myanmar Muslim organisations and neither invited any Muslims politician nor activist who lead and represent Myanmar Muslims. The President has picked collectively who would only nod their head. Besides, half of them are retired army officers.

The agenda of the meeting was to discuss Arakan crisis but it is too late to talk. While the crisis broke out second time in Arakan on 21st October, Myanmar government only admitted after the release of satellite pictures from US based HRW, which was few days later. It clearly echoed the lack of sincerity of Myanmar government over Arakan issues. Moreover, there is not a single action have taken against anti-Muslims organisations and Rakhine extremist who have been instigating against Muslims publically and who have committed terrorist attacks on Muslims in Arakan. President has ordered to form inquiry commissions one after another but none of them could investigate successfully and could not achieve any concrete evidence or prove while ten Myanmar Muslims pilgrims were beaten to death brutally by hundreds of Rakhines at the security check-point in Taung Gouk Township, in Arakan. It is one of the reason why Myanmar Muslims have lost their confidence on the government.

Myanmar government has proficiency in using sprinkles to garnish in order to hide their ugly sinister. The plans to fool international community have been executed by lobbyist while President Barak Obama visit is a pressure on the country half century long religious persecutions and racial discriminations. Myanmar Muslims have fed up with empty promises of Thein Sein government and its members; unfortunately, the genocide of Rohingya and Kaman Muslims has hidden under the so called Democratic reforms. International community should not rush to reward any pseudo Democratic reforms policy of Myanmar military generals who dominating the power ultimately. The military is still powerful and dominating most of the affairs of the country; the genuine Democracy could be achieved only after 2015 general election if pro-Democracy parties win it.

The simplest prove is that, President Thein Sein has stated earlier this year to send Rohingya Muslims to third country, how come a Democratic reformist President does not aware of Human Rights. His statement highlighted serious issues of xenophobic bigotry that exist inside Myanmar Military.

Current Myanmar government as well as their predecessor Military regime have consistently favoured cronies and puppets to execute their policy and plans; now they have invited collectively who do not represent Myanmar Muslims at all to misled President Barak Obama that Muslims in Myanmar have pleasant and perfect condition. Myanmar government intend to impress to President Barak Obama that President Thein Sein is unlikely to his predecessors. If Thein Sein government were sincere, the genocide in Arakan would not repeat second time.

The government has consistently neglected all the credible information which proving the outbreak of bloodshed in Arakan again, in spite of Myanmar Muslims leaders have informed to the Arakan state government and Central government regarding the lawlessness and extremism of Rakhines in Arakan state and the lack of security presence to protect armless Muslims in Arakan. Is this their negligence or they have underestimated the crisis; those who have neglected and failed to fulfil their responsibility to protect minorities in Myanmar and let the innocent people killed in the hands of terrorist, could not be Democratic reformers.

Myanmar could be a bonanza of opportunity or could be a strategic key allay for US in future; a world respected leader, US President Barak Obama should not compromise with Myanmar President Thein Sein the lives of Myanmar Muslims, especially Rohginyas and Kaman Muslims in Arakan who have hugely counted on him for their liberty.

Many of Burma’s three million Muslims will refrain from celebrating the Islamic festival of Eid Al-Adha on Friday in respect for their fellow Muslim Rohingyas who are suffering in Arakan State, according to the Rangoon-based Burmese [Myanmar] Muslim Association (BMA).

Speaking to The Irrawaddy on Wednesday, Myo Latt, a senior BMA leader, said, “Our brothers and sisters are being murdered and their villages are being burned down in Arakan State. It is for this reason that we will not celebrate Eid.”

Eid Al-Adha is one of the two most celebrated festivals in the Muslim calendar. Also known as the Feast of the Sacrifice, it commemorates the willingness of Ibrahim (known to Christians and Jews as Abraham) to sacrifice his son to God. It marks the end of the annual pilgrimage to Mecca known as the Hajj, and is celebrated with family meals, gifts to children, and acts of charity.

Myo Latt said that, usually, all members of the BMA gather for a grand dinner in Rangoon to mark the holy day, and that this is the first time in living memory that they have decided not to hold the event.

He said that those Muslims in states and cities outside Rangoon who still wanted to hold celebrations to mark Eid could do so.

According to a press release by the BMA on Tuesday, the government could not guarantee security for the Muslim festival, and this was the practical reason why celebrations would not be held.

However, speaking to The Irrawaddy on Wednesday afternoon, Hla Thein, who is also a Muslim community leader in Rangoon, said that the Burmese government had “changed its tune” yet again, and had instructed him that they would in fact provide security for Muslims in Rangoon on Friday.

Many mosques have been burnt down in restive Arakan State where sectarian clashes between the Muslim Rohingya community and Arakanese Buddhists have raged for some four months.

Muslims in areas as remote as Mandalay and Karen and Mon states have expressed fears over holding celebrations in their local communities this year.

“Five Muslim organizations [in Burma] got together to pen an open letter to the president requesting full protection for our brothers in Arakan State,” said Myo Latt. “But we have not as yet received a reply.”

The BMA’s announcement on Wednesday follows days of confusion after mixed messages were sent by local authorities in Rangoon over whether they would allow Eid celebrations to take place—albeit in private venues—and an order reportedly passed on by Chief Minister of Rangoon Myint Swe instructing Muslim communities to cancel all plans for Eid Al-Adha feasts and activities.

“He [Myint Swe] told us not to hold the festival because of a lack of security,” said Hla Thein.

Meanwhile, at least 200 houses were burned down on Wednesday morning and about 20 homes the night before in Arakan’s Kyaukpyu Township amid escalating violence that followed reports of the killing of one Arakanese Buddhist man and two Muslim women over the weekend.

One Kyaukpyu resident told The Irrawaddy on Wednesday morning: “All the houses that were burnt down this morning belonged to Muslims.” He added that the fires spread to some Arakanese Buddhist homes.

A resurgence in the violence reportedly broke out in western Arakan’s Minbyar Township and spread to Mrauk-U and Kyaukpyu by Wednesday night. According to Arakan State Attorney Gen. Hla Thein, the violence in Minbyar started when a Rohingya man fired his catapult at a Buddhist man. The State government has since imposed a curfew in Minbyar and Mrauk-U.

Burmese Muslims visiting Southern Cross University Zaw Minn Htwe (left) and Myo Win ( - ABC North Coast)
By Samantha Turnbull

The official policy of the Government of Burma is that all ethnic, religious and language groups are equal. Two Burmese Muslims visiting Southern Cross University tell a different story.

Myo Win didn't choose to be born in a Muslim house, but he was. And that house happened to be built in a country where Muslim people have long been persecuted.

Burma, also known as Myanmar, was ruled by a military junta from 1962 until last year.

The generals who ran the country have been accused of many human rights abuses and the diverse population itself has been riven by religious and ethnic tensions.

Myo first felt the sting of discrimination as a young child.

"I noticed that most of the students and even the teachers at the school, they are discriminating especially for minority people," said Myo.

"They think we are the stranger, we are foreigner, even though our forefathers were born in Burma."

Zaw Minn Htwe, also a Muslim, was regularly called a 'kalar' growing up in Burma.

"It's an insult, especially for Muslim people," he said.

"It means we are not from Burma."

The discrimination reached its worse for Zaw when Buddhist monks attacked his family's tea shop in 2003.

"They wanted to take revenge because people had destroyed a Buddhist statue in Afghanistan," he said.

"We haven't heard about Afghanistan before and we don't know anyone from Afghanistan but they target us.

"One day they came to our tea shop, we had to hide in our house and then they destroyed it.

"I was so scared, really afraid of the people.

"At that time I could not trust anyone, even our neighbor they do not protect us."

Education the answer

Rather than retaliate or flee Burma as many Muslims have done in the past, Zaw and Myo wanted to discover what the true motivation was behind the Burmese Buddhists' hatred towards them.

They came to realise the Burmese education system, or lack thereof, was the problem.

"They are no educated, they do not think separately with religion and people," said Zaw.

"I started to think about the underlying reason, why they hate us. The reason is nothing.

"The main problem is the education they are receiving because the education system in Burma is established by the government to brainwash people."

Myo said it wasn't just the Buddhist majority to blame.

"Even the Muslim community also encourages stereotypes," he said.

"They are not really encouraged to study."

Myo and Zaw said the Burmese education system was made up of rote-based learning and critical thinking was not allowed.

Myo set up a program called SMILE Education in 2007, with the aim of introducing new methods of learning to Burmese people.

"We encourage to study because we have so many identity issues we cannot defend because our people are not educated," said Myo.

Learning from Australia

Myo and Zaw are now visiting Southern Cross University's Tweed campus to learn more about Western research methodology.

"We think to make change we need proper research because all research done by government is cheated data so we cannot rely on it," said Zaw.

"We are focusing our learning on how to develop cultural research in our country and set up an education community in Burma that can bring change to the future of Burma."

They hope to set up a research centre in Burma and to one day see tertiary institutions like SCU in their home country.

"I hope if we really try to work in this kind of establishment with linkage to good governance... we can establish this type of institution in the future,'' said Myo.

MULTI-RELIGIOUS PRAYERS FOR BURMA From Burma Digest

Muslim Doah Prayers by Maulana Hafiz Abdullah

In the name of Allah, Most Gracious, Most Merciful- – -
Praise be to Allah, The Lord of the Universe,
The Possessor of the Day of Judgment.
We worship only You and we seek Your help only.

Ya Allah, please kindly guide all of our Burmese citizens from this deep darkness into light, into the Straight safe Path. The Path of those on whom You have bestowed Your Mercy.
Oh Allah, we, Burmese citizens are weak and have no power to fight back or resist the cruel, unjust present military leaders. Give enlightenment, repentance and redemption to all of us including our enemy, the present rulers. Please kindly change and soften the heart of the present leaders to give way for the new and better government.

Ya Allah, please kindly remove the oppressors and relieve all of us from the inhumane present government. Please replace them with the kindhearted new government who would rule Burma with justice, fairness and according to the written laws without any bias or corruption.

Oh Allah, please kindly heal our diseases and our wounds. The whole Burma is now infested with physical diseases, mental deteriorations and we are facing the manmade and natural disasters one after another. Economy and business are going downwards steeply but our earning power is low, inflation is out of control and commodity prices are rising daily. Some of us have even loss our jobs. Please have Mercy on all of us, protect us from all the dangers, disasters including the long protracted civil war and restore unity and peace among all of us. Please soften our hardened hearts to love and respect each other to be able to live happily together.

Dear Allah, kindly release Daw Aung San Suu Kyi, all the political leaders and all the political prisoners of Burma. Kindly restore their mental and physical strength to lead our country into a new progressive era.

Please forgive all of us from all the major and small sins, the sins we knowingly committed and accidentally committed. .Yah Allah, give all of our citizens: peace, health, wealth, unity and loving kindness. Because of the incompetent and corrupt military rulers, all of us are poor, downtrodden and looked down by the whole world. Have mercy on all of us, give us hope and elevate the status of all of us. Please grant us success in each and every field we have tried and even we haven’t or could not try or imagine yet.

Amin
Maulana Hafiz Abdullah

On behalf of the expatriate Burmese Muslim Religious leaders.

Open letter to the International Institute of Advanced Islamic Studies (IAIS) Malaysia to help lobby for the Myanmar Muslims in Malaysia.
Former PM Tun Dr. Mahathir Mohamad With Dr. Ko Ko Gyi
As a Minority Religious Group in Myanmar, Myanmar Muslims must try to made peace not only with the majority Bamas but with all the other Minority Ethnic Groups and Minority Religious Groups. We must not only engage with the people but with the government, military, opposition and all the democratic forces i.e. we must engage and try to work together with all the people on the both side of the political divide.

Some of the Muslims from Myanmar tried to migrate, temporarily or permanently: as refugees, asylum seekers, undocumented migrants and some with the Work Permits or Employment Passes.

But we are surprised that even in the Muslim Dominant countries like Malaysia, we are discriminated unfairly when compared to other migrants. We understand that most of the governments need to maintain a cordial diplomatic relations with Myanmar Government for the economic reasons. And also understand that they could not freely open the door to Myanmar Migrants only as there are other races and religious groups who would jump the bandwagon to migrate into your country.

But when they could welcome other Muslim Migrants like: Acehnese, Indonesians, Southern Thais, Southern Pilipinos, Bosnians etc but I am sad to see that they have the heart to neglect the Muslims from Myanmar.

I still remember the Former Deputy Home Minister late Tan Sri Megat Junid Megat Ayoub’s statement in the Malaysian newspapers, about 25 yrs ago, that Rohingyas were not recognized as refugees, must be arrested as the illegal immigrants, must be subject to work in the prisons to earn for their deportation fees. And one Former PM went to Thailand and spoke in the Bangkok Post’s interview to push back the Rohingya boat people into the deep Indian Sea and not to allow them to land on ASEAN shores.

So please kindly lobby with the Malaysian Government, ASEAN and OIC to kindly change their hostile attitude on the Muslim Migrants from Myanmar.

ASIAN HUMAN RIGHTS COMMISSION - URGENT APPEALS PROGRAMME

Urgent Appeal Case: AHRC-UAC-135-2011

Dear friends,

AHRC-UAC-135-2011-1.jpgThe Asian Human Rights Commission (AHRC) has received details about a private company in Burma that with the backing of retired army officers sent bulldozers in the dead of night to destroy an historic Muslim cemetery so that the land can be claimed for commercial activities. The destruction was stopped after interventions from the local community, but extensive damage was already done and it is feared that the company will use further techniques to force the cemetery off the land. The case is another that illustrates the shifting character of rights abuse in many parts of Burma, from direct violations committed by the armed forces or police to those where private companies backed by serving and former government officials play a key role.

CASE NARRATIVE:

According to information obtained by the AHRC, three bulldozers entered a historic Muslim cemetery in Meikhtila, upper Burma, around 2am on 25 July 2011 and began destroying gravesites without prior warning. After the intervention of the local Muslim community, they left the cemetery at about 11am on the same day. However, extensive damage had already been done to some graves. The bulldozers also have reportedly not been withdrawn completely but are still situated nearby, with the intention that they might be used again.

Some photographs of the bulldozers and the damage caused, as seen in the daylight hours, are here: photo-1, photo-2, photo-3, photo-4 and photo-5.

The local Muslim leaders have alleged that the nighttime bulldozer raid on the cemetery was carried out at the behest of a local private company that wants to use the land for commercial activities. Two of the company officials are former army officers, and the Muslim community fears that they will use their influence to force the cemetery to relocate so that the land can be used commercially. The grounds of the cemetery have already been extensively damaged and the amount of damage already caused may be used to justify a takeover.

The community has called upon the government, police and other groups and key individuals to support its right to stay on the land, and to afford it protection against unlawful intrusion onto the land and destruction of gravesites. It is also reportedly preparing to lodge legal action against the trespass and damage caused.

Further details of the case are in the sample letter below: your action is required to address the issues both of forced confiscation of land and also the assault and criminal case against the farmers.

BACKGROUND COMMENTS:

The raided cemetery and adjacent mosque have been situated at the same site in Meikhtila for over 150 years. Evidence also suggests that Muslims may have settled at the site much earlier. The land titles are made out to the religious committee responsible for the premises. The private company has no legal rights whatsoever to the land.

The local authorities had reportedly warned for some time that they intended to take control of the land, but according to information received by the AHRC, had given the impression that they wanted to use the land for a park. After the bulldozer raid, it is clear that the intention is to occupy the land for commercial purposes.

According to local sources, many buildings and much land around the Meikhtila township that had previously been taken over by the government decades earlier after non-Burmese residents were forced out of the country is now being assessed and resold to make profits for local officials, and the Islamic glebe land is viewed as another source of quick income.

ADDITIONAL COMMENTS:

This case is another that speaks to the emergence of new forms of private-military economic interests in Burma responsible for human rights abuses in Burma.

Previously the AHRC had issued an appeal on the case of a group of farmers who themselves were criminally prosecuted for defying orders concerning the use of their land: http://www.humanrights.asia/news/urgent-appeals/AHRC-UAC-073-2011.

Although the prosecution resulted in conviction and imprisonment of the farmers, we are pleased to note that on appeal they were released from custody, although not acquitted. Rather, the appeal court reduced their sentences to cover time already served. However, the question of ownership of the land in that case also remains unresolved.

There are many other hundreds, probably thousands, of cases of a similar sort emerging from Burma at the moment, some of which the AHRC is closely following and documenting, in which a nexus of military, commercial and administrative interests are responsible for human rights abuses.

For more commentary on these and other human rights issues in Burma, visit the Burma page on the new AHRC website: http://www.humanrights.asia/countries/burma

REQUESTED ACTION:
Please write to the persons listed below to call for an investigation into this incident and for guarantees that the cemetery will not again be raided or forced to relocate because of commercial interests. Please note that for the purposes of the letter Burma is referred to by its official name, Myanmar.

Please be informed that the AHRC is writing separate letters to the UN Special Rapporteurs on Myanmar and on freedom of religion or belief calling for interventions into this case.

SAMPLE LETTER:

Dear ___________,

MYANMAR: Private company attempts to destroy historic Muslim cemetery

Place of incident: Green Land Islamic Glebe Land, Meikhtila Township, Mandalay Region, Myanmar

Date and time of incident: Around 2am on 25 July 2011

Persons identified as responsible:
1. Captain Htun Htun Win, retired
2. Colonel Ko Ko Kyi, retired
3. Zekamba U Khin Shwe, owner of the private company involved

I am writing to you regarding a covert nighttime attempt to destroy an historic Muslim cemetery in the north of Myanmar, apparently in order that the land can be occupied for commercial purposes.

According to the information that I have received, three bulldozers entered the historic Muslim cemetery in the Green Land Islamic glebe land in Meikhtila around 2am on 25 July 2011 and began destroying gravesites. After the intervention of the local Muslim community, they left the cemetery at about 11am on the same day. However, extensive damage had already been done to graves, tombstones and walls.

The local Muslim leaders have alleged that the nighttime bulldozer raid on the cemetery was carried out at the behest of a private company owned by U Khin Shwe that wants to use the land for commercial activities. Two of the company officials are former army officers, Captain Htun Htun Win and Colonel Ko Ko Kyi, and the Muslim community fears that they will use their influence to force the cemetery to relocate so that the land can be used commercially.

Previously, the community had been aware of plans to convert part of the site into parkland; however, it is now clear from this incident that it is a blatant attempt at land grabbing and profiteering off a religious compound.

I note that the cemetery was established over 150 years ago and that since 2002 no new burials have taken place at the site, in accordance with an administrative order. Since then it has been preserved as a heritage site.

The community has called upon the government, police and other groups and key individuals to support its right to stay on the land, and to afford it protection against unlawful intrusion onto the land and destruction of gravesites. I join these calls, noting that under article 362 of the 2008 Constitution of the Union of Myanmar, Islam is recognized as a religion of Myanmar, and that under article 364 "any act which is intended or is likely to promote feelings of hatred, enmity or discord between racial or religious communities or sects is contrary to this Constitution".

Furthermore, I call for a police investigation into this incident to establish who was responsible for the sending of the bulldozers into the glebe land in order that criminal charges are brought against them, so that a clear message is sent to businesses and influential persons in Myanmar that this sort of action will not be tolerated.

Yours sincerely,

New Delhi (Mizzima) – A construction company in Meiktila bulldozed a 100-year-old Muslim cemetery on Monday, knocking down walls and tombstones before residents forced the company to stop, sources said.

Apparently, plans to bulldoze the cemetery have been longstanding. In 2008 and in March and May 2011, Islamic religious leaders reportedly sent letters to the authorities, urging them not to bulldoze the cemetery, but the authorities did not reply, sources said.

At around 2 a.m. on Monday, three bulldozers from the Myanmar Sane Lan So Pyay Yay Company entered the old cemetery in the Aungzayyar Quarter and began bulldozing before residents could object.

“The area of the cemetery is about 8.5 acres. Now, about four acres have been bulldozed. The bulldozers knocked down stone walls and brick tombs,” a resident said.

During the uproar that followed, the district and township head arrived and the company stopped bulldozing.

The company said in a meeting held in the Township Administrative Office on Thursday that it had bought the land and would bulldoze the land, said a source who attended the meeting.

Muslims in Meiktila held an emergency meeting on Monday and prepared to file a lawsuit against the company.

Since 2001, the cemetery has not been used and Muslims have been buried in Myintawkan, six miles from Meiktila.
