BRCNL/2014-01(PR)
PRESS RELEASE
BRCNL strongly condemns the recent violence against Rohingyas in Duchiradan of Maungdaw, Arakan State orchestrated by members of RNDP (Rakhine Nationalities Development Party), ALA (Arakan Liberation Army) and Burmese Security Forces, which includes killings, arbitrary arrests, rape, lootings and burnings and painfully mourns for the loss of innocent lives and expresses the deepest condolence to the families of the victims. BRCNL stands by the families of the victims and the communities those have been being victimized in Burma. And BRCNL will keep fighting for the rightless, powerless Muslims in Burma, particularly for Rohingyas.
BRCNL calls for the government of Burma to;
i. Stop the genocide against Rohingya, organized killings and severe violence against Muslims and Kachins in Burma, and enforce law and order for the security of all ethnicity and faith throughout Myanmar, and accept international investigation in massacre of Duchiradan as called by US,
ii. Let the aids of International NGOs reach to the Camps, IDPs, and rehabilitate the Rohingyas, revise 1982 law and grand full-fledged citizenship to Rohingyas,
iii. Ban RNDP and bring Mr. Aye Maung, the leader of RNDP and his fellows to the justice,
iv. Banish ALA and bring members of ALA to the justice, and
v. Ban 969 group, neo-Nazi “Buddhist” Nationalist movement and bring Monk Wirathu and his fellows to the justice, and shut down all shops, stores that instigate hatred by selling relevant books, cds, leaflets, magazines and etc.
Meanwhile, BRCNL condemns the soft-soft policies of EU, UK, US and UN in dealing with the problem of Rohingya, are responsible for the atrocities of Rohingyas.
The primary purposes among many of the United Nations are to safeguard fundamental human rights disregarding race, religion, color and origin, and to maintain peace and security among nations regardless of geographical and regional boundary. These are also clearly rectified in Article 1-30 under Universal Declaration of Human Rights in Section 217 (III) International Bill of Human Rights. The BRCNL regretfully but respectfully expresses that
UN and leading countries do not uphold and respect the declared Charters set-forth during its foundation while dealing with the problem of Rohingyas.
Rohingya is a group of peace-loving people residing in their ancestral homeland presently known as Arakan, western part of Burma. They have been historically and geographically inhabitants of the aforementioned soil long before Burmese annexation in 1784 wherein they are now branded as homeless, landless, stateless and most astonishingly nationless people in other term “Asian Gypsy”. They have been dispossessed and denied every right and any right from citizenship to movement wherein systematically confined within village or within internally displaced camps similar to Nazi concentration camps.
The oppression and suppression have been tremendously multiplied on civilian Rohingyas since outbreak in June 2012 which has been architected by both Burmese Government and RNDP (Rakhine Nationalities Development Party) to UN Security Council regards it a necessary mean to ensure global peace. Rohingya problem is a case of intolerance and persecution deeply entrenched in “systematic racism” and preoccupation of “Muslim phobia”. Moreover, Burmese Government has rejected the UN resolution which supports the citizenship rights of Rohingyas, has not met the EU resolution with benchmark and has denied the call of US on independent investigation.
BRCNL, therefore earnestly appeals EU, UK, US, Indonesia, Malaysia, Australia, Canada, Japan and Norway not to engage in trade and arm trainings but to take prompt actions [R2P] for the protection of human beings throughout Burma. And BRCNL urges to probe the Genocide in Burma and punish perpetrators.

BRCNL was invited by Miss Sophie BUSSON, Sub-Directorate of Human Rights and Humanitarian Affairs & Sub-Directorate of the United nations, international organizations and the francophone of Ministry of Foreign Affairs of France and Miss Alexandra MIAS, Director of Southeast Asia Division of Ministry of Foreign Affairs of France for a meeting in order to discuss 2 subjects. 1. Situation of Rohingya in Arakan and 2. Crimes against humanity, ethnic cleansing of Rohingya in Arakan. The meeting was planned on 13th May 2013 from 15:30 pm to 16:30 pm at the Ministry of Foreign Affairs in Paris. Mr. Hla Aung, president of NDPHR in exile from Paris accompanied with the delegation of BRCNL.
In the meeting, Sazaat Ahammed, Chairman of BRCNL has discussed the present situation of Internally Displaced Rohingyas, Rohingyas in Camps, in Townships and in Villages of Arakan. And the worry of Rohingyas by the remarks of President Thein Sein; intention to deport all Rohingyas to third country and not to revise the by a group of dictators led by dictators General Nay Win imposed citizenship law of 1982 which makes Rohingyas deliberately stateless, that gives yet the Buddhist mobs the encouragement to attack not only the Rohingyas in Arakan but also all Muslims throughout Burma.
Sazaat Ahammed highlighted that killings, arbitrary arrests, torture, forcing to leave Arakan, restriction on movement, restriction on education, restriction on medication, restriction to marry, restriction to have baby, extortion of money, intimidation, rape, forcefully Bengalizing, looting, segregation and burning become the daily persecution of Extremist Rakhines and Security Forces of Burmese Government against the Internally Displaced Rohingyas, remaining Rohingyas in Townships and Villages of Arakan. Furthermore, Sazaat also discussed “cannot protect Rohingyas”, has been said by authority to Madam Melanie Teff from the Charity Refugees International who recently backed from Arakan.
With regard to the crimes against humanity, Sazaat Ahammed giving example of experts and specialists from different field said that the reports of experts and specialists are counted and taken into consideration in general. In the case of Rohingya, Professor Willem Schabas, the former president of International Association of genocide scholars said that it [persecution against Rohingyas] turns into the genocide by expressing that if peoples are forced to leave the place where they live, if peoples are restricted to move from one place to another within the place where they live, if peoples are restricted to access education, if peoples are restricted to access medication, if peoples are restricted to marry, if peoples are restricted to have baby and if peoples are restricted to daily activities those are all signs of genocide, which Rohingyas face daily in Arakan, Burma.
And discussed the report of Human Rights Watch [crimes against humanity, ethnic cleansing of Rohingya in Arakan, Burma]. According to International Law, International Community has the obligation to stop crimes against humanity, particularly the obligation of France, United Kingdom and United States of America because these countries committed to humanity and Human Rights. Sazaat has on the one hand appealed France through Miss Sophie BUSSON that France being a permanent member of Security Council to bring these crimes against Humanity to the Security Council of United Nations to get a Binding Resolution so that Peace Keeping Forces of United Nations must be sent to Arakan to stop crimes against humanity. On the other hand, Sazaat has humbly requested France Government through Miss Alexandra MIAS to strongly pressure the government of Burma to end killings, arbitrary arrests, torture, forcing to leave Arakan, restriction on movement, restriction to education, restriction to medication, restriction to marry, restriction to have baby, extortion of money, intimidation, rape, forcefully Bengalizing, looting, segregation, burning, to let domestic and international aids and aids workers reach the Rohingyas, to enforce law for the security of lives, faith, places of worship and properties, to revise the discriminatory citizenship law of 1982 with the international standards so that Rohingya gets the ethnic and civil rights back.
Mr. Hla Aung, has extensively discussed the report of Rakhine investigation commission, and rejected it. Further he highlighted how Burmese government brings the Bengali Rakhines from Bangladesh and resettles them in the lands of Rohingyas. At the end of the meeting Sazaat handed over a file to Miss Alexandra MIAS in which consisted of a letter, a copy of joint statement on the official report of Rakhine Investigation Commission issued on 3rd May 2013 and a document of 51 graphic photos of Rohingya Ethnic Cleansing.
Date: May 4, 2013
JOINT STATEMERNT ON THE OFFICIAL REPORT OF THE RAKHINE (ARAKAN) INVESTIGATION COMMISSION
We the undersigned organizations reject the 186-page official report dated 22 April 2013 of the Arakan Investigation Commission as follows:
- The Rakhine Investigation Commission formed on 17 August 2012 by President Thein Sein included representatives from various religious and political parties and democracy groups except Rohingya representatives, who have been actual and potential victims of deadly violence and genocidal attacks. Haji U Nyunt Maung Shein and U Tin Maung Than, the two prominent Muslim leaders were purged from the Commission seeing that they were most insistent on the truth.
- It is a biased report favouring Rakhines, their hostile views and arguments towards Rohingya people. It purposely suppresses the core fact of the problem that the Rohingya people have long been subjected to institutionalized persecution, ethnic cleansing and genocidal onslaughts at the hands of the government and state sponsored non-state actors, particularly the extremist Rakhines.
- The Inquiry Commission has lost its credibility since it has been manned with people who either directly or indirectly supported, involved or publicly put fuel on crisis. The commission member veterinary doctor Aye Maung (MP), leader of the Rakhine Nationalities Development Party (RNDP), is the main mastermind in the violence and ‘Rohingya ethnic cleansing’, who graphically described his Rohingya annihilation plan in Rathedaung Rakhine Conference held on 25-26 September 2012. Nearly every understanding or recommendation of the Commission translates the view of the RNDP.
- The Commission, despite comprising of scholarly people, has largely distorted Rohingya historicity dubbing them ‘Bengalis’ and depicting them migrant community with no historical roots in Arakan, although they are a people developed in Arakan from peoples of different ethnical backgrounds over the centuries with their Muslim settlements dated back to early 8th century.
- The previous parliamentary government recognized the ‘Rohingya’ as one of the many ethnic groups of the Union of Burma with their language programme relayed thrice weekly from government Burma Broadcasting Service (BBS), Rangoon. In spite of that the Commission has deliberately ignored this documented fact and used the term ‘Bengali’ supporting the fierce contention of the Rakhine promoting ‘Rohingya ethnocide’ aims at turning Arakan into a Muslim-free Rakhinized region.
- The Commission report falsely elevates the position of Rakhine as ‘prime nation’ and relegates the Rohingya as ‘sub-nation’ thus promoting the government’s current plan to segregate Rohingya under its ‘neo-apartheid policy’. It describes the Rohingyas as low-class and uncultured hardworking people, who produce more children and want to seize the arable lands of the lazy Rakhines. It is insulting that the commissioners felt irritated by the repeated telephone calls from ‘dying-alive Rohingyas’ giving accounts of their sufferings emotionally for redress.
- The Commission never called for the accountability of the government and its agencies, state sponsored non-state actors or Rakhine extremists for June-October 2012 deadly violence or carnage, and for their decades of Rohingya persecution, tyranny, exclusion and xenophobia that reduce them to the present state of helplessness, without basic freedoms like freedom of movement, religion, education, marriage, right to business, right to work etc.
- The Commission never pointed out the hostile environment and impossible situation created by the administration with the oppressive functionaries and government agencies like NaSaKa border security force, police, Lon Htin and army and Rakhine terrorists for a peaceful living of the Rohingya. As a result, half of their population of more than 1.5 million people have had left their homeland of Arakan to escape persecution. They are living in Bangladesh, Pakistan, Saudi Arabia, UAE, Thailand, Malaysia, Indonesia, Australia, New Zealand, Europe, USA, Canada and other countries.
- The Commission never hinted the tragedies of the Rohingya boat people arising out of the continued large-scale persecution and crimes against humanity against Rohingya community in Arakan although the problem becomes a concern of the UN, OIC, EU, ASEAN and international community.
- The report made no mention of the statement of President Thein Sein as well as the demand of the RNDP leader Dr. Aye Maung to deport Rohingya people to a third country, which reflects and promotes official ‘Rohingya ethnic-cleansing policy’ of the government.
- The Commission ignored to call for amendment of the world most repressive Burma Citizenship Law of 1982. Its recommendations lack the spirits of the Universal Declaration of Human Rights (UDHR) and international human rights and humanitarian laws.
- The report extremely distorted the number of deaths and extent of destruction of the Rohingya and Kaman Muslims whereas there are reports of several mass graves of Rohingya dead bodies; and the credible human rights group Human Rights Watch (HRW) stated that it has uncovered 4 mass graves in North Arakan. Likewise an Al-Jazeera documentary film released after the violence confirmed that crimes of genocide have been committed in Arakan against the Rohingya.
- The report stayed away from mentioning that the police, Lon Htin, NaSaKa and army took part in the killing of the Muslims and torching their houses. The report mentions about the imposition of section 144, but lamentably it fails to tell the tangible truth that the curfew has only been applied on the Rohingyas or Muslims while the Rakhine terrorists, including armed cadres of the Arakan Liberation Party/Army (ALP/ALA), were allowed to carry on the genocidal onslaughts and mass destruction against the Muslims.
- Waves of deadly violence carried against the Rohingyas and Kamans were pre-planned by the RNDP, of course, with the backing of the administration under the pretext of rape and murder of a 28-year old Rakhine woman Ma Thida Twe. Most of the issues raised by the Commission as the causes of violence were irrelevant as well as unfounded.
- The Commission did partiality by endorsing the make-believe story of the government which stated that Ma Thida Twe was raped and murdered by what they called three Bengalis. But according to highly credible person of the Commission, there was no trace of rape found by the doctor who performed post mortem of her corpse; but the doctor was forced to sign the official post mortem report. Moreover, there was no mention of the ‘suicide in police custody’ of the principal accused Mr. Htet Htet who happened to be a Rakhine, not Rohingya or Bengalis.
- It is a concocted allegation of the Commission that an excess number of 5,603 refugee families with 30,338 members had to be repatriated from Bangladesh in 1978. International community was well aware that the repatriation was done under strict scrutiny on both sides of the borders, and that the refugees had resisted the forced repatriation for lack of congenial atmosphere for their safe return to Arakan. The question naturally arises is who would be going to the hellish Arakan where the human right situation of .the Rohingyas were dire.
- The report said that “in 1988 Ma Ra Waddi monastery at Maungdaw was burned down by Bengalis and the abbot had escaped away; the monastery was torched by the Bengalis for three times”. It is baseless information aims at inciting public sentiment against the Rohingyas.
- The Commissions reported some imaginary and nonsense information like Rohingyas attacking Rakhines, destroying Buddhist monasteries and committing rape of their women. It also said that “in 1998, more than 5,000 people led by Rohingya Liberation Organization (RLO) suddenly entered Maungdaw and tried to occupy the town by destroying Buddhist monasteries, torching Rakhine quarters and killing every single Rakhine, but the police could control the situation through resistance.” In reality there was no party by the name of RLO; and also there was no information, record or report of such plot or attack among the general public and in the media. The allegation is a blatant lie and politically motivated. It is surprising that, although there have been numerous cases of killing of Rohingya, rape of Rohingya women and girls, destruction and torching of their houses, looting of their properties and extortion on daily basis, committed by the extremist Rakhines, police and security forces, the biased and bigoted Commission did not mention a single such incident. This lie proves that the Commission is contemptible and its report is a rubbish piece.
- There was no incident on 8th of June 2012 that the Rohingyas chanted slogan “long live Muslilms, kill all Rakhines”. This is concocted report promoting hatred against the Rohingyas.
- The Commission reported that 246 Rakhines and 1589 Rohingyas were arrested since violence, But it is regretted that Commission did not investigate how and why these Rohingyas had been arrested and also it did not say anything about the jail killing, the squalid condition and inhuman and degrading treatment and torture of the Rohingya inmates .
- The Commission’s recommendations to double the security forces and take effective measures to prevent so-called illegal immigrants from Bangladesh is just a false alarm intended to distract attention from the main issue of Rohingya genocide. For the Rohingyas, increase in armed and security forces means increased crimes against humanity against them. It is important that repressive functionaries should not be augmented if they do not maintain law and order situation to ensure security, justice and equality without discrimination.
- There are no Rohingya illegal immigrants in Arakan, which has long been a big hell and concentration camp for the Muslims. In fact, Rohingyas have been systematically expelled or have had to leave their homeland since 1942 Muslim massacre in Arakan. In contrast, tens of thousands of illegal Bengali Rakhine Buddhists are regularly invited and settled down on the confiscated lands of the Rohingyas. The whole northern Arakan is now dotted with Buddhist settler villages. But the Commission is silent about it.
- However, we welcome some forward-thinking recommendations, including recommendations to address the dire humanitarian situation in Muslim displacement camps provided that they are truly, humanely, immediately and timely implemented.
- Last but not least, we call for an immediate UN Inquiry Commission to conduct a prompt, full and impartial investigation of all allegations and take appropriate action against those responsible.

Georgios Antoniou, Director of European External Action Service [EEAS] for South-East Asia Division. During 30 minutes meeting with Mr. Georgios Antoniou Sazaat Ahammed, Chairman of BRCNL highlighted that employees of Government of President Thein Sein and Rakhine Nationals Developments Party [RNDP] have incited and involved in killings, destruction of places of worship of Muslims in Burma. European Union urgently has to put pressure on Burma to immediately stop killings, violence and destruction of places of worship and religious schools of Muslims in Burma. He also expressed that it is urgent European Union must put concreter pressure to provide unhindered international humanitarian aids to Rohingyas in Arakan.
BROUK President Tun Khin requested that lifting or suspension of sanctions on Burma is premature in this stage and it is important to reinstate sanctions in order to protect the Rohingya and other minorities, promote human rights and inclusive democratic and political reforms in Burma. The government of Burma has not only failed to provide safety and security for the Rohingya, it has also encouraged those committing acts of violence by validating their prejudice. Government ministers have spoken of the Rohingya being foreigners and President Thein Sein has asked for international assistance in deporting all Rohingya to third countries.
Zakaria, Coordinator of Burmese Rohingya Community in Denmark urged to put pressure on Burmese Government to scrap Burma Citizenship Law of 1982 and to replace it with a new law that conform to international law standards. Heart-Broken news received from the ground of Arakan State on 28-10-2012 [at Amsterdam Time 04 pm]
On a Phone conversation with a Rohingya resident, U Saw Pay from Kyauk Phyu who is currently residing in one of the camps in Sittwe told that while they (21 boats loaded with full of Rohingyas where pregnant women, aged disabled women and men, children and babies ) were trying to escape from the massacre by Rakhines, Lontin(Riot Police) and police forces, 14 boats out of 21 could approach to the shore of Sittwe after 2 days journey by sea with the help of Turkish NGOs who convinced local authorities (military) in Sittwe to give protection to the people. Other 7 boats were taken away by Myanmar Navy. It is unknown where these seven boat people of Rohingyas said by U Saw Pay.
U Saw Pay said that they were on the boat in the sea for 5 days without food and among them were pregnant women. There were deaths of babies and mothers during and after delivery in the boat as there were no proper care to them in the boat. The military threw the dead bodies into the sea in front of their very eyes.
On behalf of those Kyauk Phyu’s and other afflicted Rohingyas in Arakan,U Saw Pay urged 2 request to Rohingyas and International communities around the world; 1. To take an urgent action to protect the remaining innocent people in Arakan. 2. Or pray for them to die quickly.
On another Phone conversation with another resident of Arakan, Nu Nu Yin (a Rakhine Ethnic woman) from Kyauk Ni Maw who currently in Kyauk Ni Maw told that Rohingyas in Kyauk Ni Maw have decided not to run away from their ancestral homeland and they will defend themselves with what they have until their last breath from any attack either by gun or lethal weapons.
It is reported from the ground also that A Rohingyas woman daughter of U Chit Tin named Thida, 38 years, owner of Thida Book Store from Than Phan Chaung was taken away by Army and still no information from her whether she is alive or dead.
A Rakhine Ethnic youth named Kyaw kyaw reported that the attackers are not local Rakhine from Kyauk Phyu but they were brought to attack from another region.
In Pike Seik Quarter in Kyawk Phyu , 100 Rohingyas died while they were defending the destruction of an Old Mosque by the Rakhine terrorist group and a few, numbering around 6 Rakhine Terrorists also lost their lives during the attacks.
In a phone talk with a Journalist, “the Western countries focus on democracy transition rather than the attack against Rohingyas. Western countries are really thinking of seizing (power again by military) business opportunities in Myanmar” according to the journalist.
The Journalist analyzed that this is a violence, it is not a Genocide against Rohingya! Journalist asked the question why there is Buddhist casualties also, including deaths? Explanation to the question is that Rohingyas are armless even to defend themselves, everything including a small knife is being taken away by Burmese Authorities. When you are in a position to defend yourself desperately there are of course casualties, but very less. The casualties of Rakhines are countable and very few and Rohingya’s uncountable.
I really emphasized that it is a clear State-organized Genocide against Rohingya in Arakan. Otherwise Burmese Government could have stopped this from the very beginning.
