US will not intercede, and Myanmar's neighbors see it through economic lens, so international coalition for Rohingya needed

LONDON -- The U.S. House of Representatives Thursday overwhelmingly passed a resolution calling the crimes committed by Myanmar security forces against Rohingya Muslims a genocide. This was the right thing to do.

The U.S. lawmakers deserve to be applauded for trying to turn “Never again!” into a concrete U.S. governmental policy, following the U.S. Holocaust Memorial Museum’s declaration that Myanmar is indeed committing a genocide and crimes against humanity.

The House resolution states that “every government and multilateral body (in the world) should call such atrocities (against Rohingya people) by their rightful names of ‘crimes against humanity,’ ‘war crimes,’ and ‘genocide’.”

It contains a call that will resonate very well with many in the rank-and-file of the Armed Forces of Myanmar unhappy with the Senior Gen. Min Aung Hlaing: it adds the commander-in-chief to the list of military commanders deemed responsible for these crimes.

Despite the much-reported decline of U.S. power globally, the United States still retains unparalleled influence and reach, militarily, institutionally, economically, and ideologically, vis-à-vis Russia and China. Against this background, the unequivocal stance that U.S. lawmakers have taken against the Myanmar genocide has enormous potential to really end the unimaginable misery which 1.5 million Rohingya experience, both in refugee camps in Bangladesh and in their own places of origin within the western Myanmar state of Rakhine.

However, the calls for the UN Security Council to refer the matter to the International Criminal Court or an ad hoc International Criminal Tribunal on Myanmar, or even economic sanctions alone, will have no appreciable impact on either the Myanmar military, which has institutionalized the intentional destruction of Rohingya as a target population since the 1970s, nor on the majority of the Myanmar public, who have been brainwashed to believe UN or external allegations of atrocities as “fake news” concocted by the liberal West and a Muslim conspiracy financed and coordinated by the Organization of Islamic Cooperation (OIC).

That is, unless the United States is prepared to take forward the idea of military intervention in Myanmar – like the U.S. Pacific Fleet launching surgical missile-strikes from the international waters of the Bay of Bengal on the military headquarters and residences of the senior military commanders in Naypyidaw. The uses of military actions on grounds of humanitarian intervention are not unprecedented. The NATO bombing of Slobodan Milosevic’s palace and the “accidental” strike on the Embassy of China in Belgrade spring to mind.

In fact, Malaysian Prime Minister Mahathir Mohamad openly suggested “going in” to end the atrocities, in a public talk at the Council on Foreign Relations in New York a few months ago.

Unrealistic option

However, this may not be a realistic option for a number of reasons: U.S. President Donald Trump has demonstrated absolutely no concern about the news of Myanmar troops burning Rohingya infants and elderly people alive. In fact, Trump has not even once tweeted the word “Rohingya,” let alone drawn attention to the hellish conditions they are living in. Additionally, sandwiched between India and China, which are vying for influence in Myanmar through strategic, military, and economic collaboration, Myanmar may not be an ideal place for U.S. drone or missile strikes, lest such acts draw these two Asian rivals into the military action.

With respect to the impact of full and biting economic sanctions, in the unlikely event that the United States eventually imposes such severe sanctions, the four largest investors in Myanmar are China, Thailand, Singapore, and Hong Kong, followed by the U.K. The targeted pinch on the generals and the national economy will be significantly mitigated by these countries.

None of these governments are likely to follow the U.S.’ lead in the current circumstances. China considers Myanmar, a country in its backyard, an integral piece of its One Belt, One Road grand project whereby it is striving to recreate the New World Order with Beijing as its imperial center. Any talk of persuading China, or Russia, with deep military-to-military ties with Myanmar, to support any punitive measures within the existing global justice and governance mechanisms, including the UN Security Council, is nothing short of delusional.

The rest of Myanmar’s neighbors, including even India, base their Myanmar policies on commercial interests. India is no match for China, how desperately it may try, to curb China’s sway over the Myanmar military and civilian leaderships.

Desperate to find bilateral trade deals outside the EU amid Brexit, Britain is single-mindedly pursuing British commercial interests while serving as the “penholder” on Myanmar resolutions in multilateral bodies by virtue of the historical fact that it was the country’s former colonial master.

In a lengthy Dec. 12 interview with the local Mizzima News Group, British Ambassador Daniel Chugg pussyfooted around the genocide and stressed his ambassadorial goal. In Chugg’s own words, “we are the fifth-largest investor ever in Myanmar, our total stock of investment here is more than $4 billion, and our trade last year was about $500 million, which was up 20 per cent from the year before. So, it's growing but it's still relatively small in global terms and so I hope those figures will improve while I am here.”

No matter how powerful it may still remain, U.S. measures will come short of what is needed to end the genocide in Myanmar.

Steps to follow

Whether the Trump administration makes the legal determination – as the U.S. House Resolution urges – that Myanmar is in fact committing crimes of genocide, crimes against humanity, and war crimes not only against Rohingya but also against other ethnic and religious communities such as the Kachin, Shan, and Ta’ang, is less consequential than what it will concretely do if the determination is made.

The painful truth typically overlooked is that no genocide has ever been committed by the perpetrating state alone, from the Nazi genocide to Bosnia to Rwanda. There are always collaborating and “bystanding” states. The real first-step towards ending the genocide in Myanmar will have to be an international conference of states which have expressed their official concerns about the nature of grave crimes that Myanmar is committing.

There are 47 member states which voted on the UN Human Rights Council Resolution this fall calling for accountability for the Myanmar perpetrators of international state crimes. Although the U.S. is no longer a member of the council, considering the overwhelming concern about the genocide in Myanmar as evidenced in yesterday’s vote at the House of Representatives, the U.S. government is best placed to host such a conference in Washington.

The U.S. Holocaust Memorial Museum, which has done extraordinary work in genocide monitoring and research on the situation for Rohingya, would be an ideal civil society partner to facilitate such a conference.

One primary conference objective should be to forge a coalition of governments that are prepared to pool their resources, strategic influences, and even military assets to put sufficient pressure on both the Myanmar military and Aung San Suu Kyi’s impotent leadership. Without sufficient pressure, Myanmar -- that is, the civilian government and the military -- will not accept the Rohingya as full and equal citizens, nor will they provide any guarantee for the safety of the survivor communities.

As a matter of fact, the Myanmar genocide resolution rightly states that “Myanmar’s civilian government, led by State Counsellor Aung San Suu Kyi and President Win Myint, has not yet taken the necessary steps to address the violence directed against the Rohingya and has failed to create the necessary conditions for returns, including by actively impeding access to northern Rakhine for UNHCR, UNDP, humanitarian organizations, and journalists.” Having aligned the government with Beijing, Aung San Suu Kyi has shown absolutely no sign that she will relent.
Against this scenario, only such a counter-alliance of states broadly supported by civil society and human rights movements consisting of Rohingya survivors can put enough concrete pressure on the perpetrating regime and the genocidally racist society to allow Rohingya to live in peace on their own ancestral land of Northern Rakhine.

Maung Zarni says he will boycott Beijing-sponsored events until the country reverses its 'troubling path'

ANKARA -- A human rights activist and intellectual said he withdrew from a Beijing-sponsored forum in London to protest the detention of a million Uyghurs in China’s Xinjiang.

“As a human rights activist, a Buddhist educator and a politically engaged scholar of genocide, racism and violence, I cannot, in clear conscience, participate in the three-day forum which is officially endorsed by the Government of China,” wrote Maung Zarni in his withdrawal letter on Friday.

Zarni was scheduled to deliver a speech on his country Myanmar’s genocide on Dec. 7 at the 5th Global China Dialogue on Governance for Global Justice.

“[…] the ruling Communist Party of China today stands credibly accused of commissioning a systematic and racially motivated persecution of Uyghur Muslims in Xinjiang Province,” he went onto say.

Recalling an event, he attended in Geneva in September, Zarni said a Muslim Uyghur man delivered a speech which said his mother had died two weeks ago in one of the concentration camps and the man had not seen his mother for the last 20 years.

“I was moved by this Uyghur exile – born and raised in what he and his fellow people call East Turkistan vis-à-vis China’s official name for his homeland, Xinjiang,” he said, sympathizing with the man as he also saw his mother for very brief times in the last 30 years before her death in February, “as a Burmese exile from military-controlled Burma, or Myanmar”.

He also said he saw at the same event some evidence of “a vast complex of concentration camps” – as a German investigative journalist put it.

“I saw photographic evidence of one complex encircled by a tall concrete wall, with watch towers, CCTV surveillance cameras and machine-gun-holding guards,” he noted.

Zarni recalled a statement of Gay McDougall, a member of the UN Committee, saying she was concerned about a UN report, which said China had "turned the Uighur autonomous region into something that resembles a massive internment camp".

He also called on “China’s intellectuals and China-friendly global academics” to work towards reversing the “deeply troubling path” of the country.

“Until then I have decided to boycott any public or private educational or cultural event that is officially backed by the Government of China.”

Xinjiang region is home to around 10 million Uyghurs. The Turkic Muslims have long accused China’s authorities of cultural, religious and economic discrimination.

China stepped up its restrictions on the region in the past two years, banning men from growing beards and women from wearing veils, and introducing what many experts regard as the world’s most extensive electronic surveillance program, according to the Wall Street Journal.

Up to 1 million people, or about 7 percent of the Muslim population in China’s Xinjiang region, have now been incarcerated in an expanding network of “political re-education” camps, according to U.S. officials and United Nations experts.

Five steps can be taken towards achieving justice, repatriation and the rebuilding of Rohingya communities in Myanmar

LONDON -- Rohingya campaigners and human rights organizations welcomed the UN Human Rights Council’s vote on Sept. 27 to set up a body to conduct a further investigation and future indictment of Myanmar for atrocity crimes, including genocide. The resolution, co-sponsored by the Organization of Islamic Cooperation (OIC) and the European Union, was passed by a vote of 35-3 with seven abstentions, with only China, the Philippines and Burundi opposing it.

The current calls for justice and accountability for the victims of the Myanmar genocide -- ongoing still -- must go beyond conceiving justice in a narrow technical judicial sense and consider the tangible and pressing need of the Rohingya, including the sitting duck Rohingya inside Myanmar, those in camps in Bangladesh and those on the verge of deportation in India.

While the International Criminal Court and/or other ad hoc international tribunals in the style of the tribunals on Yugoslavia and Rwanda would be a welcome step in the right direction, none of the international judicial processes will likely alter the genocidal conditions in which Rohingya have been forced to exist for several decades.

Here is a very grim picture: A Harvard Medical School study published in the Lancet (2016) found the doctor-patient ratio for Rohingya in the two predominantly Rohingya towns of Buthidaung and Maungdaw is 1:180,000 while the national average is 1:1,000. According to the World Food Program survey of July 2017 -- which was shelved a week after its release under pressure from the Aung San Suu Kyi government -- of 80,000 Rohingya children under the age of 5 surveyed in a select Rohingya region of Western Myanmar, severe malnutrition and acute severe malnutrition or semi-famine like characteristics are prevalent. A Physicians for Human Rights study in October 2016 uncovered the severe deprivation of access to even rudimentary health services: a Rohingya person is made to go through, on average, three to four security checkpoints from home to the nearest village clinic, typically without a doctor or emergency medical care.

Genocide against the Rohingya is more than a series of acts of genocide, but it is still an ongoing process, and its instigators remain with impunity at the highest levels of authority in Myanmar. As the 440-page Independent International Fact-Finding Mission report (Sept. 18) noted, the structures, institutions and policies designed to destroy the Rohingya community from its very foundations remain in place.

These conditions and the decades-old policies that have induced them remain in place. The World Court or other judicial processes, domestically or globally, are not going to alter them.

And there is something that is even harder to change that serves as the obstacle to ending Myanmar’s ongoing genocide: the utter impotence and non-functioning of the UN Security Council when it comes to large-scale, policy-induced human suffering, from Yemen and Syria to Palestine and Uighur East Turkestan, or Xinjiang, in China. The veto-wielders -- not just the usual illiberal suspects such as Russia and China but also the U.S. and UK -- have proven incapable of upholding the UN Charter.

Outrageously, one year after the now-well-documented genocidal acts committed by Myanmar, the Security Council has not been able to reach a consensus about what to call the crime, objectively, let alone ending it decisively.

In light of this realpolitik, the UN system, particularly the Security Council, is the last place where the Rohingya will find any meaningful support for either realizing their long-term needs for justice and closure (such as criminal prosecution of the perpetrators of genocide) or the immediate need for safety and protection of the remaining Rohingya populations inside Myanmar and in the refugee camps in Bangladesh.

The UN officials and ostensibly pro-human rights members have been urging the creation of “safe conditions” so that 1 million Rohingya in Bangladesh who fled Myanmar’s periodic waves of genocidal terror could return and rebuild their communities. Bangladesh’s Prime Minister, Sheik Hasina, has consistently called for safety -- and even “a safe zone” or international protection, “if necessary” -- for the Rohingya population inside Myanmar. She has made this sensible call at the UN General Assembly for the past two years since the genocidal killings hit world news headlines in August 2017.

No one has heeded these essential calls while promising to throw more aid money at the symptom, namely “the Rohingya humanitarian crisis”.

Meanwhile, echoing U.S. President Donald Trump, Aung San Suu Kyi’s man of the hour at the UN, Minister Kyaw Tint Swe of the Myanmar State Counsellor’s Office, rejected the World Court’s jurisdiction and dismissed the Independent International Fact-Finding Mission on Myanmar and its 440-page genocide report as having “no hard evidence”. The Burmese rejection of evidence is beyond belief in the face of the satellite images of nearly 400 destroyed Rohingya villages, consistently accurate and credible oral testimonies of thousands of genocide survivors and numerous legal and academic studies as well as journalistic investigations that reach a single conclusion: it is genocide, no less, that Myanmar is committing.

So what then needs to be done?

There are five concrete steps that can be undertaken with the view towards justice, repatriation and rebuilding of Rohingya communities inside Myanmar.

First, there is emerging a network of state actors -- governments, that is, -- which can establish something along the lines of “an international coalition of governments for ending Myanmar’s genocide”. Conceivably, Canada, Sweden, Ireland, Bangladesh, the Netherlands, the UK, certain Rohingya-concerned OIC member states (such as Bangladesh, Malaysia, Indonesia, Turkey, Kuwait etc.) and those from Latin and Central America with experience in atrocity crimes at home can form the core of this coalition.

This coalition can, in a more focused manner, explore concrete ways, with the requisite condition of safety, to facilitate Rohingya's return and the rebuilding of their lives once they are in their places of origin inside Western Myanmar adjacent to Bangladesh’s borders.

The word “international protection” conjures up images of UN peacekeepers. But the Blue Helmets have an extremely poor track record: consider the Dutch peacekeepers in Srebrenica whom the ICC ruled to be complicit in the genocide or Canadian troops shooting dogs that came to eat the corpses of Rwandan genocide victims because UN peacekeepers in the capital, Kigali, were ordered to stand down as the genocidal slaughter raged on.

For instance, the coalition can push for the idea of attaching significant numbers of civilian human rights monitors and experienced military veterans to UN agencies based in Myanmar, as well as to the humanitarian organizations such as the International Committee of the Red Cross or Medicine San Frontiers. They would need to be based in Rakhine State in Western Myanmar, where these atrocity crimes occurred. The presence of these civilian human rights monitors ought to be made a non-negotiable condition for any interactions and agreements between Myanmar and the coalition’s partners as well as the UN agencies.

The job of providing for the returning Rohingya or those who remain inside Myanmar cannot be left in the exclusive hands of UN agencies. Besides being toothless even to secure their own unhindered access to the crime sites of Rakhine from where 725,000 fled in a span of a few months, the “UN as a whole” has been called out by the Independent Fact-Finding Mission on Myanmar for its categorical failures to implement the organization’s “Rights First” policies adopted in the wake of Sri Lanka’s war crimes in 2008.

Second, the coalition needs to start inter-state conversation about de-militarization of northern Rakhine state, where the persecution has been institutionalized by Myanmar’s military for several decades. Concretely, there needs to be established a de-militarized zone where Myanmar will be forced to engage in community policing designed to minimize and prevent petty criminality in the communities within its border region of Western Myanmar. In this respect, UN member states -- 35 in total -- who voted in favor of the UN Human Rights Council resolution last week to establish an international body tasked with collecting evidence for a future international tribunal on Myanmar may likely join this international coalition.

Third, as part of the neighboring state, Bangladeshi troops across the border need to step up their security functions to ease Myanmar’s (un-warranted) fear of Islamist “penetration” into the Rohingya communities. That should not be a problem for Dhaka, which has come under heavy international criticism for its heavy-handed if effective handling of radicalization and violence among Bangladeshi communities.

Fourth, individual nations that are prepared to be a part of this coalition can take unilateral actions designed to signal to Myanmar -- and the world -- that genocide is the red line that no fellow UN member will be allowed to cross.

As a matter of fact, Canada took an exemplary action when its parliament unanimously declared Myanmar a genocidal state while its executive stripped, in an unprecedented move, Aung San Suu Kyi of Canada’s highest honor -- honorary Canadian citizenship.

More concretely, other nations in the coalition can review their ties -- commercial, military, intelligence, educational, etc. -- with the view towards using them as leverage or simply suspending them as a signal of condemnation of Myanmar’s heinous Rohingya policies. These nations of conscience need to, at the bare minimum, suspend, downgrade or outright cut diplomatic relations if Myanmar doesn’t change its genocidal course. Specifically, the coalition members need to send Myanmar ambassadors, counsel generals and military attaches packing.

These measures have been proven effective in the past: when worldwide ostracism of South Africa and its apartheid regime took place, the racists in power were eventually forced to dismantle their savage political system.

Worldwide, governments and societal actors (universities, football clubs, theatrical groups, etc.) ought to be persuaded to shun Myanmar in various aspects of its foreign interactions and revive the “Pinochet Precedent”. Australia’s lawyers and rights campaigners are using the Commonwealth Law to hold Myanmar State Counsellor Aung San Suu Kyi accountable for her vital role in Myanmar’s crimes against humanity regarding Rohingya people.

Fifth and finally, on the economic front, the governments within the coalition should advise their national investors to either divest from the Myanmar market or not to invest in the country. To be sure, a commercial boycott of Myanmar may not bring about the needed behavioral change on the part of the country’s leaders if only because investments from Myanmar’s neighbors such as China, Singapore, South Korea and Japan make up the country’s largest foreign direct investment.

But Western and Middle Eastern investors and markets still have sufficient global influence that the medium and long-term impact of such collective action by the coalition partners will affect foreign economic actors from the genocide-bystanding or collaborating states such as India, Japan, Singapore, South Korea and China.

China may be too big and too thick-skinned for, say, the reputational damage incurred from such a critical stance and boycotts from the coalition. Already being in a trade war with the United States (and its Western allies), and under close watch from human rights campaigners for its Uighur “re-education camps”, Beijing may be more vulnerable to global negative opinion that is assumed. But less important actors such as Singapore or South Korea will certainly be forced to review their ‘business-as-usual’ ties with Myanmar.

And the EU and Organization of the Islamic Cooperation, which co-sponsored a human rights resolution on Myanmar on the grounds of a fact-finding mission’s genocidal allegations, will need to reconsider their contradictory behavior on Myanmar: 300+ EU investors and some of the leading investors from the OIC remain very active in Myanmar. Neither bloc can slam Myanmar for committing the gravest of crimes while their money is propping up the genocidal perpetrators in Naypyidaw.

There are 200 UN member states, and about 140 of them are signers of the Genocide Convention. That is a lot to work with to effect positive change for the Rohingya, and for Myanmar’s violent and regressive politics.

Since the closure of the last Nazi death camp in August 1945, one hears of “Never again!” ritualistically. It’s the 11th hour of Myanmar’s genocide. Nations of conscience must band together, punish Myanmar’s perpetrating regime and provide effective protection to the genocide victims.

Buddhist activist Maung Zarni denounces atrocities targeting Rohingya in his country

LONDON -- The atrocities targeting Myanmar’s Rohingya minority are similar to those committed by Nazi Germany, according to a prominent Buddhist human rights activist.

Speaking to Anadolu Agency in Kent, the UK, Maung Zarni, a coordinator at the Free Rohingya Coalition, said the international community should act against his country of origin.

Zarni’s remarks come after the UN released a report earlier this week documenting mass gang rapes, killings -- including of infants and young children -- brutal beatings and disappearances committed by Myanmar state forces. In its report, UN investigators said such violations may have constituted crimes against humanity.

“We have a situation wherein a UN member state run by a Nobel Peace Prize winner, Aung San Suu Kyi, and her partners in power, Burmese military generals…is found by the [most] credible and highest body of human rights authorities in the world to be like Nazi Germany,” Zarni said.

“Genocide is what the Nazis did. Genocide is what happened in Rwanda, in Cambodia, or to the Bosnian Muslims.”

Zarni underlined that when a case is determined to be “genocidal”, the responsibility for dealing with it lies with all UN member states.

“The highest political and moral obligation rests with the [UN] Security Council,” he added.

He said setting up an international criminal court as was done for Rwanda or Bosnia would not be enough; the Rohingya minority needs “a protected region where they can live safely and as normal, decent human beings”.

The UN Independent International Fact-Finding Mission on Myanmar has called on Myanmar’s top military officials, including army commander-in-chief Senior General Min Aung Hlaing, to be tried at the International Criminal Court for genocide committed against Rohingya Muslims.

“My expectation, in an ideal world…[is that] the UN Security Council will authorize some form of intervention so that the atrocities can be stopped and the Rohingya can be given their land back and allowed to live in dignity and in safety,” Zarni said.

- Sanctions

Zarni said there are now more Rohingya living outside Myanmar than those who are left in the country following decades of violence but especially after a full-scale attack was launched against them in August last year.

Underlining that the international community should impose sanctions on Myanmar’s government and army, Zarni pointed out that the exclusion policy against the Rohingya must end.

Rohingya Muslims “are being purged,” and the ultimate goal in introducing sanctions against Myanmar should be “to fundamentally change the Burmese state’s policies and change the structures [which] have been mobilized by the Burmese military and public opinion makers to repress and persecute and essentially annihilate this population,” Zarni added.

The ultimate goal of multiple sanctions should be providing Rohingya “international protection” and creating “an autonomous region where the Burmese military would not be allowed to continue the atrocities,” he said. 

- Solution

Zarni said Myanmar has four major pillars: the military, the Buddhist order, political parties, and the public.

“All four of these major institutions…have categorically rejected the Rohingya. We are telling them they don’t belong to Burma, we don’t want them in Burma.”

Zarni said the solution to the problem does not lie in the country but has to be formulated internationally and within the UN institutions.

- Call for Turkey's assistance

Zarni added that Turkish President Recep Tayyip Erdogan and the Turkish government “have been extremely vocal and supportive of the Rohingya people”.

“This is the time for Turkey to show serious moral and political leadership,” he said.

Pointing out that the UN Security Council is in a “coma” and “paralyzed” as it cannot resolve the problems, Zarni emphasized that Turkey can really help in Myanmar’s case by “leading to form a coalition of Muslim and non-Muslim governments that accept that this is genocide and [say] we must not be bystanders to genocide”.

He said there are more than 500,000 Rohingya trapped in Myanmar and they can be driven out any time, adding it is the time to act and to form a coalition.

“My appeal is not to the Burmese people. My appeal is to the Islamic world as well as non-Islamic communities to help the Rohingya.

“Because this is not just about Muslim people. They are human beings. But we, Burmese, in my country treat them like [they are] less than animals.”

On Aug. 25, 2017, Myanmar launched a major military crackdown on the Muslim ethnic minority, killing almost 24,000 civilians and forcing 750,000 others, including women and children, to flee to Bangladesh, according to the Ontario International Development Agency.

The Rohingya, described by the UN as the world's most persecuted people, have faced heightened fears of attack since dozens were killed in communal violence in 2012.

'We keep saying 'never again', but it keeps happening,' says US representative to UN Economic and Social Council

WASHINGTON -- The world has failed to end the Rohingya crisis in Myanmar, where hundreds of thousands of people were driven from their homes by fire, rape and murder, a U.S. envoy said Monday. 

Ambassador Kelley Currie, the U.S. Representative to the United Nations Economic and Social Council, said the world has said "never again" many times over the past 70 years in places like Rwanda, Bosnia and Darfur, calling it a "sad irony."

She was speaking at a panel hosted by Washington-based think tank the Heritage Foundation.

"These places haunt us for our collective failure," said Currie. 

Currie, who also specializes in humanitarian assistance and human rights, emphatically highlighted the world's failure to stop the violence against Rohingya Muslims in Rakhine State.

"We all watched in August 2017, September 2017, week by week in horror," she said, referring to two major attacks against Rohingya Muslims conducted by Myanmar’s military.

Since Aug. 25, 2017, more than 750,000 refugees, mostly women and children, have fled Myanmar and crossed into Bangladesh after Myanmar forces launched a crackdown on the minority Muslim community, according to Amnesty International.

At least 9,400 Rohingya were killed in Rakhine from Aug. 25 to Sept. 24 last year, according to Doctors Without Borders.

In a report published last December, the global humanitarian group said the deaths of 71.7 percent or 6,700 Rohingya were caused by violence. They include 730 children below the age of 5.

The U.S. envoy urged Myanmar’s government to provide Rohingya Muslims safe return to their homes and grant them citizenship, access to school, places of worship and medical care.

She added the refugees and those who are still hiding in Myanmar must know that their return will be safe and voluntary.

She noted that Rohingya Muslims must be confident that they will not face the same abuses that drove them from their homes.

Currie also called on the Myanmar government not to confine the returnees to camps or ghettos as second-class citizens and to respect their freedom of movement and basic human rights along with their rights of citizenship.

On whether she believes the efforts of the U.S. and other major countries are enough to stop the persecution of Rohingya, she said the U.S. was the "single largest donor" helping Rohingya through financial assistance and is working with both Bangladesh and Myanmar to stop “shockingly vicious” military operations of the Burmese military.

The U.S. also imposed a visa ban, restrictions on members of the military and held Burmese military generals who took part in the violence responsible, she said.

The Rohingya, described by the UN as the world's most persecuted people, have faced heightened fears of attack since dozens were killed in communal violence in 2012.

The UN documented mass gang rapes, killings -- including of infants and young children -- brutal beatings, and disappearances committed by security personnel.

In a report, UN investigators said such violations may have constituted crimes against humanity.

Myanmar’s leader is doing her best to cover up her country’s international crimes against Rohingya people

Cambridge, THE UK -- In the first meeting on June 13 between Myanmar State Counsellor Aung San Suu Kyi and Christine Schraner Burgener, the Burmese urged the freshly-minted Special Envoy on Myanmar for the UN Secretary General to understand “the real situation” about the Rakhine State, from which 700,000 Rohingyas fled, in what the Secretary General himself characterized as “ethnic cleansing”.

The phrase “the real situation” rings alarm bells in my head. It was all déjà vu.

For 13 years ago, ‘the real situation’ (of Myanmar) were the very words Lt. Gen. Myint Swe, the then Chief of Myanmar’s military intelligence services, used when he urged me to convey their approach to the world -- in my writings, media appearances, and meetings with politicians and diplomats.

The chief spook and I were meeting one-on-one for the first time at the Dagon Hall of the old War Office in Yangon, with only his deputy, Col. Mya Tun Oo -- now the Joint Chief of the Armed Forces -- present in the meeting, as the notetaker.

Then, I had just returned to my country of birth after nearly 17 years of active U.S.-based opposition to the Burmese military rule. I rationalized my return -- and support -- for the generals as a citizen’s effort to help the embattled military leadership under Western sanctions so that our country could be re-integrated into the wider world community, particularly from the West, which had attempted to isolate the post-Cold War Burma on the grounds of the Burmese military’s egregious violations of human rights. The general was my official host who arranged my safe and voluntary return and resumption of Myanmar citizenship.

In due course, I came to realize what the spy chief meant by “the real situation”. He simply wanted me to be the mouthpiece for the military and help amplify the military’s version of Burmese affairs and events; for, in his own words, “the world doesn’t believe us”, having implied that I, as a western educated Burmese, would be more credible.

Whether the military’s “real situation” corresponded to the lived experiences of the people or not was of no concern to the spy chief (and the entire military leadership).

I have since ended my support for the “reformist” military leadership, whom I had initially given the benefit of the doubt.

The reality is, the same military leaders went on to slaughter Buddhist monks in the non-violent “Saffron Revolt” of 2007, calling for more compassionate policies to address the country’s economic woes and blocked emergency aid to several million Cyclone Nargis victims in 2008. My host general was centrally involved in these sordid turn of events that were marked by the military-government’s brutality and inhumanity.

Ex-Lt.Gen. Myint Swe is still around and is now the powerful military-backed Vice-President in the military-NLD partnership that jointly runs the country today.

A year ago, after the first wave of “security clearance” operations against the newly emerging “Muslim insurgents” led to the less-reported exodus of nearly 100,000 Rohingyas in 2016, Vice President Myint Swe chaired the national Inquiry Commission on the violence in the Maung Daw Township, Rakhine, for Aung San Suu Kyi’s NLD government, and proceeded to unequivocally exonerate Myanmar’s security forces whose brutalities were well-documented. The Myanmar troops, the National Commission concluded, acted in accordance with the rules of engagement and the law of the land.

It is in fact painful to watch national leaders, politicians and generals (and ex-generals) treat facts and truths as if they were a rubber band that can be manipulated into any elastic shape or length.

Because of her active dismissal and denial of the ugly truths about the military, which her father had founded three years prior to her birth, Suu Kyi has been denounced worldwide, from His Holiness the Dalai Lama to S. Africa’s retired Archbishop of Cape Town Desmond Tutu and fellow women Nobel laureates to editorial boards of the world’s leading newspapers, including the Washington Post, the Times, the Guardian and the New York Times. Worse still, leading lights of international law and human rights including Milosevic’s prosecutor Sir Geoffrey Nice of Britain and UN Special Rapporteur on human rights in Myanmar Professor Yanghee Lee have raised the very real possibility that the former icon of nonviolence may find herself in the dock together with the senior military leaders, her partners in power.

In the last six years, that is, since the two bouts of large-scale violence against Rohingyas -- in June and October of 2012 -- during which Myanmar’s decades-old systematic state persecution of this Muslim minority community came to the world’s attention, Aung San Suu Kyi’s leadership performance has gone from bad to worse, from studied silence to willful ignorance to proactive denial and dismissal of
well-documented international crimes, which seniormost UN human rights officials and envoys view as having ‘hallmarks of a genocide’ or ‘strongly suspected’ as ‘acts of genocide’.

On her 67th birthday -- 18 June 2012 -- I had the great pleasure of sharing a televised Rule of Law Roundtable with the iconic Burmese leader whom the Burmese public revere and address as “Mother” (of the People). (Other panelists included Sir Geoffrey Nice, Oxford University Law Professor Nicola Lacey and LSE Professors Mary Kaldor and Christine Chinkin.) Because just a few days prior to the LSE roundtable, Suu Kyi flunked the media test about her knowledge of the emerging crisis in Western Myanmar -- she could not answer a basic question by a U.S. National Public Radio journalist Anthony Kuhn: “Do you know if Rohingyas are your people, Myanmar people?” -- she sent instructions via the British Foreign Office to the LSE organizers that she was in effect unprepared to address Rohingya questions. I was pre-assigned to respond to any Rohingya question, which has since come to define the country.

From adopting the strategy of studied silence six years ago, Aung San Suu Kyi now engages in varying acts of adamant denial, outright dismissal, intentional distortions, and disingenuous obfuscation about the Rohingya, all with the express intention of telling the world “the real situation” on the ground.

Her recent exclusive interview with NHK, Japan’s national broadcaster as well as a Myanmar-friendly TV station, for the first time in five years is a case in point. She falsely frames what Professor Amartya Sen -- Suu Kyi’s old teacher at Delhi University and a close friend of her late husband Michael Aris -- called “the slow genocide”, which began several decades ago. Disingenuously, Suu Kyi mischaracterizes Myanmar military’s institutionalized persecution of Rohingyas, a well-documented fact since the late 1970’s, as “a communal conflict” dating back “several centuries” while saying “very few people in the world know the (intricate) historical issues”.

Studies after studies of past genocides have established the fact that genocides, from the Holocaust to Rwanda and Bosnia, are not military or violent conflicts of communities that could be placed on a moral parity: they are, with no exceptions, state-directed large-scale crimes -- now illegalized by the 1948 Genocide Convention -- targeted to erase the presence of ethnic, religious, racial or national minorities, which are typically misframed by the perpetrating groups, both state and societies, as “a threat to nationhood or national security”.

She is now in the process of forming yet another inquiry commission in order to establish facts about the “real situation” in Rakhine, which the ICC Prosecutor’s Office in The Hague is convinced is one involving crimes against humanity targeting the Rohingya ethnic minority.

While the rest of the world see Myanmar as systematically committing egregious international crimes -- whatever their legal names -- and the UN attempts to seek access to the crime sites, her NLD government has openly defied the UN Human Rights Council’s mandate to send the International Fact Finding Mission since its establishment in 2016. Instead, Suu Kyi established the Rakhine Commission with Kofi Annan as its chair and proceeded to use it as a public relations shield against strident global criticisms rightly directed at both her leadership and the country.

Furthermore, the former human rights icon did not shy away from resorting to acts of bullying and threats against anyone who dares raise the issue of Myanmar’s crimes against Rohingyas.

According to UN Special Rapporteur Yanghee Lee, Aung San Suu Kyi personally threatened that “you know, if you continue with the UN’s (pre-human rights) line you won’t be able to come back here (Myanmar)” -- a threat she followed through: Professor Lee has been barred from entering the country for the rest of her tenure. Aung San Suu Kyi is also the Foreign Minister who ultimately decides who is to be issued visas and who is to be denied them.

Suu Kyi now argues that her government has carried out constructive activities to move the Rakhine situation forward in accord with the Kofi Annan-led Rakhine Commission’s recommendations. But from its inception, the Annan commission was, by its own official admission, mandated not to examine any allegations of human rights abuses in the Rakhine state, or alleged violations of international treaties and bodies of law by Myanmar such as the Genocide Convention, which Myanmar ratified in 1956, or the Child Rights Convention. She officially barred the Annan Commission from calling Rohingyas by their group name.

Despite the easily accessible official documentations that offer irrefutable evidence in support of Rohingyas’ claim that they belong in Myanmar as an integral ethnic minority who enjoyed full and equal citizenship even in the early years of the military rule in the 1960’s and the early 1970’s, the Ministry of Information under Suu Kyi’s control just banned the Washington-based U.S. Government’s Radio Free Asia TV from broadcasting on Myanmar channels for the latter’s continued use of the word Rohingya. The RFA board of directors issued an official statement describing her government as “Orwellian,” and highlighted the fact that the Myanmar government is trying to “deny the existence of a people” starting with the attempts to “erase its group identity”.

In the aforementioned NHK interview, Suu Kyi, a former prisoner of conscience and victim of state persecution for 15 years, also defended the state’s detention of two local Buddhist journalists on the grounds that they are violators of “state official secrets” just because they uncovered the first mass grave of Rohingyas with photographic evidence and eyewitness stories.

For 15 years as a Burmese activist foot soldier, I held her in highest esteem, and followed her policies of isolating and sanctioning our country to the letter. None of Suu Kyi’s acts of deception, distortions and denial of facts on the ground surprises me. It was these negative qualities of Suu Kyi which I discerned as early as 2004 which compelled me to break ranks with her NLD party, turn my back on her as the opposition leader and seek alternative paths to pushing for political liberalization in my country of birth -- specifically working with the generals considered “potential reformers”.

While the tragic turn of events has vindicated my withdrawal of support for and cooperation with both the generals and NLD leadership, it is excruciating to watch the two bitter enemies now colluding, not on the path towards democratization or a peaceful end to the world’s longest civil war (between Myanmar armed forces and non-Rohingya ethnic resistance groups such as Kachin, Karen, etc.) but in covering up our country’s crimes against humanity and genocide against the Rohingya Muslims.

It is not difficult to discern Suu Kyi’s underlying utilitarian logic which runs something like “we have the whole country’s future to be concerned about, not just a small population of Muslims in one region”. The former icon of human rights now holds, in unconcealed contempt, the world that previously rallied for her human rights and is now standing up for Rohingyas’ right to life and belonging, and for that matter, human rights for all Myanmar people including journalists.

For the record, my own public opposition 30 years ago to the military rule and its hallmark rights abuses was inspired by her heroic example of privileging principles of truth and liberalism.

Today, I want Aung San Suu Kyi to be held accountable for her willful collusion with Myanmar military leaders in the latter’s crimes against an entire ethnic community. Suu Kyi’s crimes are no longer her studied silence or failure to extend her government’s primary responsibility to extend the benefit of “peace and security” to the Rohingya people.

The last thing the UN officials and envoys on Myanmar should do is to allow themselves to be used as “conveyers” of Suu Kyi’s version of “the real situation”. As infectious as it is, the international actors are best advised to not embrace Suu Kyi’s utilitarian discourse of economic development, poverty alleviation, centuries-old civilizational conflicts, and incremental approach to addressing the crisis in Rakhine.

In the face of Myanmar’s ongoing international crimes against Rohingyas as a people, inside Myanmar and in the refugee camps in Bangladesh -- all under Suu Kyi’s watch, and with her complicity -- the UN needs to stop promoting Myanmar’s lies -- such as bypassing the calls for ICC-led accountability in order to support its “fragile democratic transition”.

The UN must not allow Suu Kyi to form yet another whitewash “inquiry commission” within Myanmar’s fundamentally dysfunctional criminal justice system equipped with neither conceptual tools for atrocity crimes nor judicial independence.

No political regime, civilian or military, that commissions international crimes against its own national minorities should be given the benefit of the doubt when its smooth-talking Oxford-educated politician says it is on the path towards incremental liberalization and constructive resolution of the crisis confronting a people whose existence she herself denies.

ANKARA -- The United Nations should “stop promoting Myanmar lies,” an international expert wrote in an analytical piece for Anadolu Agency. 

Maung Zarni, coordinator for strategic affairs at the Free Rohingya Coalition, wrote: “In the face of Myanmar’s ongoing international crimes against Rohingyas as a people, inside Myanmar and in the refugee camps in Bangladesh -- all under Suu Kyi’s watch, and with her complicity -- UN needs to stop promoting Myanmar’s lies -- such as bypassing the calls for ICC-led accountability in order to support its ‘fragile democratic transition’.”

Newly-organized UN in Myanmar has shelved organization’s own governing principles of transparency and inclusivity, as evidenced by freshly-inked MOU with Myanmar

CAMBRIDGE, UK -- One million Rohingya survivors of the Myanmar genocide, who took refuge across the borders in the neighboring Bangladesh, remain largely unpersuaded by the news of the latest repatriation deal the United Nations agencies have signed with their perpetrators in Naypyidaw, and openly call for “UN Security Forces” to guarantee safe return to their homelands in the Western Myanmar state of Rakhine.

On 6 June, the two UN agencies with mandates for refugee protection and “development” inked the Memorandum of Understanding (MOU) with the Government of Myanmar, a hybrid military-Aung-San-Suu-Kyi regime. Knut Osby, UN’s man in Yangon, took to the Twittersphere, putting the spin that “Secretary General Antonio Guterres welcomes the agreement”, whose content is treated as if it were Myanmar’s top national security secret. Additionally, Mr. Osby, who holds the assistant secretary general position, tried to assure the Rohingya refugees via the mass media that UN would be pressing for “group identity” recognition by Myanmar and a “voluntary, safe, dignified and sustainable” return.

Leading INGOs, including the Nobel Peace Prize winning Physicians for Human Rights (PHR) and the Washington-based Refugees International, headed by Eric Schwartz, the former U.S. Assistant Secretary of State for Refugees and Migration, issued statements, stressing the total absence of necessary conditions and injecting a dose of reality as if to pre-empt the typically phony reactions of ‘welcome’ that pervade diplomatic quarters. Both organizations express varying degrees of valid skepticism about the MOU. The conditions on the ground indicate no semblance of physical safety for any returning Rohingyas. There is no indication that the official acceptance of Rohingya by Myanmar as an integral ethnic minority of the Union is forthcoming, especially when one remembers the national standing Rohingyas had enjoyed as a group until the early years of the military rule in the 1960’s. And there is little prospect for their re-integration into the predominantly Buddhist society where the most powerful Senior General Min Aung Hlaing publicly declared his genocidal intent, that the presence of the Rohingya in N. Rakhine was an “unfinished business” from the pogroms of the Second World War.

In addition to the frightening prospects of being marched back to Myanmar’s “killing fields”, what has truly unnerved the Rohingya refugees in Bangladesh -- thousands have been in refugee camps in Bangladesh since the early 1990’s as they fled the earlier waves of violent persecution -- about this latest UN-Myanmar refugee deal is this: UN agencies -- the UNDP, the UNHCR, the World Food Program (WFP) -- have a dismal record when it comes to standing up for the Rohingya in the last 40 years since the UNHCR first became involved in the repatriation process in the summer of 1978.

The UNHCR operates in both countries at the pleasure of the governments in Dhaka and Naypyidaw, neither of which is a signatory to the Refugee Conventions. The UN’s rotating international staff in Myanmar may lack the institutional memory about their uncomfortable role in the broken sacred principle of non-refoulment, but those Rohingya who were forcibly repatriated have not. The UN agency whose principal mandate is protection of the refugees was in fact in no position to stand up for the most vulnerable Rohingyas sandwiched between the perpetrating Myanmar and Bangladesh.

In the decades that followed the 1990’s repatriations, the UN’s refugee watchdog had consistently put keeping good relations with host governments in order to secure access -- or “pragmatic humanitarianism” -- above its own organizational mandate of protection. That is why the UNHCR, and all other UN agencies operating in Myanmar, have had an open, if unwritten, directive for all staff to comply with regarding Myanmar’s refusal to use the term ‘Rohingya’. So the staffs of all UN agencies operating in Myanmar avoid using the word ‘Rohingya’ in all their communications seen or heard by Myanmar officials. On the eve of Myanmar’s “ethnic cleansing” of the N. Rakhine state, the WFP reportedly recalled its July 2017 report about the semi-famine like conditions in which 80,000 Rohingya children under the age of 5 were living at the “request” of the Myanmar government.

Specifically, UN agencies in Myanmar lead an organizational double-life, speaking in two different scripts: one, tailored to placate the host regime by not calling Rohingyas by the group’s ethnic name in meetings and interactions with Myanmar authorities, who have attempted to systematically erase the group’s identity from Myanmar’s collective consciousness, history and official records; the other one to please the ears of global human rights organizations and Rohingya campaigners internationally by calling the group by their proper name, Rohingyas.

At the level of individual management of the UN’s in-country team, the last UN Resident Coordinator, Renata Lok-Dessallien, opted to maintain cordial relations with Myanmar leaders and prioritizing (business-friendly) development approach over human rights, an act which undermined the then UN Secretary General Ban Ki-moon’s policy of Human-Rights-First, which was adopted as a result of the widespread failures of UN agencies during the last phase of the civil war in Sri Lanka, where Colombo was accused of war crimes, crimes against humanity and even genocide against a Hindu Tamil minority group. Specifically, Lok-Dessallien commissioned an internal report entitled “The Role of the United Nations in Rakhine state” but subsequently “suppressed” the report. The report’s recommendations included the call for frontloading human rights with respect to the oppressed Rohingya group, pointing out the UN’s ill-preparedness in the face of (likely) mass atrocities against the group and enjoining taking a firmer stance on the state’s egregious rights abuses in the Rohingya area.

The UN had since replaced the disgraced Resident Coordinator with Knut Osby, significantly increased its Myanmar budget and elevated its office in Myanmar one-notch up the UN bureaucracy to the level of Assistant Secretary General-ship.

The UN’s reputation -- and most specifically the reputation of the UNHCR and the UNDP -- is on the line in Myanmar, and beyond. Any part they play in facilitating returns from Bangladesh to Myanmar is risky, when returns could potentially result in another round of mass killings, further decades of containment in concentration camps or deliberate slow starvation. The UN agencies simply must place protection and human rights first this time around. The signs of a new secretive deal do not bode well for the Rohingya survivors. The newly-organized UN in Myanmar has even shelved the organization’s own governing principles of transparency and inclusivity, as evidenced by the freshly-inked MOU with Myanmar. Myanmar is now a suspect in the eyes of the International Criminal Court and international law circles. In apparent compliance with the demands for secrecy typically made by Myanmar’s military-controlled National League for Democracy (NLD) government, the UN has not made public the MOU for scrutiny. Neither has the UN included Rohingyas in any stage of the negotiations over the MOU, nor spelled out their future role. There is then little wonder that the Free Rohingya Coalition, the emerging global network of the widely recognized Rohingya representatives, with deep roots in their communities, both inside Myanmar and in diaspora, including Bangladesh, cry foul against the MOU, which remains shady. 

The UNHCR have added a fourth adjective -- “sustainable” -- to the mainstreamed mantra of “voluntary, safe and dignified”. To make the fourth adjective viable, the UN must listen to Rohingya voices that call for a “protected return to a protected homeland in Myanmar”.

Return of Rohingya refugees could potentially result in another round of mass killings: Maung Zarni and Natalie Brinham

"One million Rohingya survivors of Myanmar genocide, who took refuge across the borders in neighboring Bangladesh, remain largely unpersuaded by the news of the latest repatriation deal the United Nations agencies have signed with their perpetrators in Naypyidaw, and openly call for 'UN Security Forces' to guarantee safe return to their homelands in the Western Myanmar state of Rakhine," they wrote.

The analysts said on June 6, two UN agencies with mandates for refugee protection and development inked a memorandum of understanding with the government of Myanmar.

However, the contents of the agreement were treated as if it were Myanmar’s top national security secret, they wrote.

"The conditions on the ground indicate no semblance of physical safety for any returning Rohingyas," the analysts said.

Zarni and Brinham added that there is also no indication that the official acceptance of Rohingya by Myanmar as an integral ethnic minority of the union is forthcoming. 

Reintegration prospect low

"And there is little prospect for their reintegration into the predominantly Buddhist society where the most powerful Senior Gen. Min Aung Hlaing publicly declared his genocidal intent, that Rohingya presence in N. Rakhine was 'unfinished business' from the pogroms of WWII," they said.

"In addition to the frightening prospects of being marched back to Myanmar’s 'killing fields', what has unnerved Rohingya refugees in Bangladesh -- thousands have been in refugee camps in Bangladesh since the early 1990’s as they fled the earlier waves of violent persecution -- about this latest UN-Myanmar refugee deal is this: UN agencies -- UNDP, UNHCR, World Food Program (WFP) -- have a dismal record when it comes to standing up for the Rohingya in the last 40 years since UNHCR first became involved in the repatriation process in the summer of 1978."

Zarni and Brinham said the UN’s reputation -- and most specifically the reputation of UNHCR and UNDP -- is on the line in Myanmar, and beyond.

"Any part they play in facilitating returns from Bangladesh to Myanmar is risky -- when returns could potentially result in another round of mass killings, further decades of containment in concentration camps or deliberate slow starvation," they said.

The analysts urged the UN agencies to place protection and human rights first this time around.

"The signs of a new secretive deal don’t bode well for the Rohingya survivors. The newly-managed UN in Myanmar has even shelved the organization’s own governing principles, namely transparency and inclusivity, as evidenced in the freshly-inked MoU with Myanmar," they said.

Zarni and Brinham added Myanmar is now suspect in the eyes of the International Criminal Court and international law circles.

"In apparent compliance with the demands for secrecy typically made by Myanmar’s military-controlled NLD-government, the UN has not made public the MoU for scrutiny. Neither has the UN included Rohingyas in any stage of the negotiations over the MoU, nor spelled out their future role," they said. 

'Listen to Rohingya voices'

The analysts said the UNHCR had added a fourth adjective, “sustainable”, to the mainstreamed mantra of “voluntary, safe and dignified”.

"To make the fourth adjective viable, the UN must listen to Rohingya voices that call for a protected return to a protected homeland in Myanmar."

Since Aug. 25, 2017, more than 750,000 refugees, mostly children and women, have fled Myanmar and crossed into Bangladesh after Myanmar forces launched a crackdown on the minority Muslim community, according to Amnesty International.

At least 9,400 Rohingya were killed in Rakhine from Aug. 25 to Sept. 24 last year, according to Doctors Without Borders.

In a report published recently, the humanitarian group said the deaths of 71.7 percent or 6,700 Rohingya were caused by violence. They include 730 children below the age of 5.

The Rohingya, described by the UN as the world's most persecuted people, have faced heightened fears of attack since dozens were killed in communal violence in 2012.

The UN documented mass gang rapes, killings -- including of infants and young children -- brutal beatings, and disappearances committed by security personnel.

In a report, UN investigators said such violations may have constituted crimes against humanity.

Political parties urge Myanmar authorities to end human rights violations, recognize civil and political rights of Rohingya

Berlin -- The German parliament has called for an end to oppression and violence against Rohingya Muslims in Myanmar in a resolution adopted on Thursday night. 

The resolution, which earned overwhelming support by lawmakers, asked Chancellor Angela Merkel’s coalition government to use its influence on Myanmar authorities to stop human right violations in the country and recognize the rights of Rohingya.

“The Rohingya should be granted full civil and political rights, and the citizenship of Myanmar,” the joint resolution said, and urged for the “safe, voluntary and dignified return” of Rohingya Muslims.

The joint resolution was submitted by the ruling Christian Democratic alliance (CDU/CSU), its coalition partner Social Democratic Party (SPD), opposition Free Democratic Party (FDP) and the Greens. 

The socialist Left Party has also backed the resolution, while the far-right Alternative for Germany (AfD) voted against. 

Since August last year, some 750,000 Rohingya Muslims fled Myanmar amid a brutal crackdown by the country’s security forces.

ISTANBUL -- In a rare exclusive interview, Myanmarese scholar and democracy advocate Dr. Maung Zarni spoke to Anadolu Agency on the ongoing humanitarian crisis involving Rohingya Muslims fleeing violence and persecution in the Rakhine state and Turkey’s important role specifically to help them return to the ‘Protected Homeland’. 

- ‘The Rohingya are misframed as a proxy for terrorists’ 

You are a Buddhist academic but you support the Rohingya Muslims. How did the genocide take place? Why do you oppose the genocide as a Buddhist? 

Well, I am not supporting Rohingya Muslims because they are Muslims. 

I am supporting that they are fellow humans from my country and they are oppressed not because they take up arms, not because they are trying to gain independence or separate from Burma, but because they are Rohingya and they are misframed as a threat to national security. 

As you know, they are misframed as a proxy for the terrorists in the Middle East. They are also seen and misperceived basically as local proxies for Bangladesh, if Bangladesh were ever to decide to take the Rohingya region. 

So, essentially the Rohingya are innocent and they have a small number of radical or young angry Rohingya who want to fight back because they do not have any option because they have lost everything. 

But, that does not justify what the Burmese military has been doing, which is essentially “genocide”. 

If I do not speak out and oppose, I would be less than a human being, because this kind of genocide can destroy our community and poses a threat to the territorial integrity of Burma. 

In the case of the Rohingya, we have been engaged in different ways of killings since 1978 when the Burmese military decided that this community must not be allowed to exist as Rohingya or their numbers must be reduced by terrorizing them so that they would run away to Bangladesh or other places. 

So, on the religious or philosophical ground, the killings must not be condoned, especially given that I know that the Burmese military destroys their livelihood, food systems, and restrict their access to farms where they can raise or harvest food crops like rice.

If I do not speak out, then it is my responsibility, then I am complicit. 

In this kind of situation when you keep your mouth shut, you know that a large number of human beings are being slaughtered; then I am complicit. 

Similar to the situation in the Nazi Germany, when some decent and good Germans kept their mouth shut as they were afraid for their lives.

But, there were also a very small number of Germans who said Nazism was bad for everybody, including the Germans. 

So, they opposed when a lot of people were executed by the SS, or the Hitler regime. In my case, I have been declared the top enemy of the state and a national threat.

But, if you do not want your children to be raped and killed, you should not want any other people’s families to be hurt either. 

The Rohingya are not small in number. We are talking about 800.000 Rohingya who have run away from their lands. 

They are someone else’s wife, husband, brother, teacher... They are human beings like us. I personally know some of the people that rewrote the citizenship law against the Rohingya in 1982.

I also know the top leader of the military that organized the genocide. As a researcher, I know. So, on these grounds, I have no choice but to oppose these inhumane acts. 

That’s why I am the first Buddhist who publicly says this is wrong. I named these acts as crimes as early as 2013 when everybody basically ridiculed me, saying that I was exaggerating because they did not see the large numbers of people being killed. 

The government has often restricted access to the northern Rakhine State for journalists and aid workers. What kind of restrictions have you experienced as an academic and activist? What kind of price have you paid? Has this price been worth paying?

Firstly, let me tell you that I have been active for 30 years in different campaigns or movements to try to stop the military government in Burma and to introduce the principles of human rights, women’s rights, environmental protection etc. 

Rohingya is the latest issue that I want to do something about, to end the genocide. In the last 30 years, I haven’t suffered in the form of imprisonment, torture, or restrictions as I come from a privileged, urban, and educated family. 

But I do get some “treats” from time to time. When I was living in Brunei and teaching there, the Burmese Embassy tried to have me fired from the Brunei University because the Brunei government wanted to do business with the Burmese government. 

Brunei is a Muslim country but they are more interested in making money with the Buddhist government. So, unfortunately I resigned from my position under pressure because I had written a number of articles in support of the Rohingya Muslims. 

- ‘Kofi Annan Commission is a failure’

In September 2016, an advisory commission headed by Kofi Annan was established to sustain the peace and stop the massacre of the Rohingya Muslims. Do you think that this commission has been successful in its efforts? 

The Kofi Annan Commission is a huge international shield to protect the Burmese government because Kofi Annan is seen as a credible individual. 

I have never held Kofi Annan in any high regard particularly because Kofi Annan was the man on whose watch two genocides took place.

The first genocide was that of the Bosnian Muslims in Srebrenica, who were slaughtered in 1995 when Kofi Annan was the head of the UN peacekeeping mission in New York.

The second one was Rwanda. 800.000 people were slaughtered and Kofi Annan concealed the telegram that had come from the head of the peacekeeping mission in Rwanda to his office in New York.

Additionally, Kofi Annan did nothing in South Sudan when the South Sudanese were being killed by the regime. Nonetheless, he was awarded the Nobel Peace Prize jointly with the UN. 

His commission had two other foreign members; the former Dutch ambassador and the former Lebanese minister of culture. 

On this issue, their mandate was not to document the human rights abuses or decide whether a genocide is being committed in Burma. Their mandate was to look at the situation from our conflict-mediation perspective. 

His commission’s framework is fundamentally flawed because the nature of the Rohingya persecution is not a conflict; it is a genocide. Genocides are not conflicts. 

Genocide is essentially the destruction of an ethnic or religious or racial group of people by the political state that is controlled by the majority ethnic or religious group. 

In our case, the Buddhist majority that controls the arm forces and the Rakhine state wanted to get rid of all the Rohingya or a large number of Rohingya who happen to be Muslims from their own homeland. 

In ignoring the international criminal nature of the Burmese state and its policies and then taking a “conflict resolution” or “conflict management” approach, the Kofi Annan commission is deeply flawed conceptually. 

But even with that conceptual flaw, I would say that maybe some of the recommendations are worthy, like granting the Rohingya citizenships. The Kofi Annan Commission was never ever accepted by the Burmese military anyway. 

We have a situation in Burma, where the government is kind of hybrid; there is the military and the Aung San Suu Kyi government. They jointly run the country depending on the issues. 

On the Rohingya issue, the military never accepted Kofi Annan’s involvement, because he was widely seen within the military leadership as someone connected with the responsibility to promote an intervention, although our responsibility to protect has never been mentioned and used by the UN to stop the mass atrocities. 

So, his commission had absolutely no chance of succeeding from day one. The military attempted to derail his commission within the parliament by introducing a motion that would oppose Kofi Annan’s involvement. 

The military worked with the Rakhine nationalists to stage protests whenever Kofi Annan and his commission came to the Rakhine state. The military also encouraged the Rakhine people not to collaborate with Kofi Annan. So, this commission is a complete failure. 

- ‘Serious leadership from a powerful state like Turkey is needed’ 

According to a Turkish government statement, President Erdogan was the first to manage to get permission for humanitarian aid to enter Myanmar. The Burmese government had, at the peak of the violence, blocked all UN aid for the Rohingya. How does Turkey support the oppressed Rohingya? 

On the issue of Rohingya, Turkey has been extremely good. Turkey apparently highly prioritized the oppression of the Rohingya people.

Turkey’s first lady (Emine Erdogan) visited Rohingya and Cox’s Bazaar and met with the Rohingya. Turkey has provided humanitarian aid by the help of TIKA, AFAD and other NGO’s of Turkey. 

I think the support that the Turkish leadership has shown towards Rohingya Muslims seems to be genuine and that is very commendable from a human rights perspective. 

I think there are two things Turkey can do: one is to increase the level of humanitarian assistance to Rohingya very significantly. There are about one million Rohingya in Bangladesh alone, 200,000 Rohingyas are in the IDP (internally displaced person) camps. 

The other is that Turkey can mobilize the political opinions among the governments within Muslim blocs, the 57-country OIC (Organization of Islamic Cooperation), and Western blocs such as Canada, France, Germany and others with the purpose of holding high-level international conferences to discuss the future of the Rohingya people and what they need to rebuild their communities.

They were expelled from the region where they were born and raised in. There is a 100-km stretch of land where the Rohingya people used to live. 

They were driven out violently, a massive number of the Rohingya were slaughtered and women raped. We are looking at the killing fields of the northern Arakan, a stretch of a hundred kilometers. 

Turkey and other governments around the world should mount a serious opposition against the Burmese government’s plan to turn the killing fields of northern Arakan to economic zones. 

Turkey’s leadership and role would be the most important contribution; Turkey can do more than feed the Rohingya and give them medicine. 

In reality, no one can keep feeding one million people forever. What the Rohingya need is essentially their homeland, where they can grow their own rice or they can set up little shops. Their area is also not landlocked. They can do cross-border trade. 

So, what is needed is serious leadership from a powerful state like Turkey. Western governments are not showing any commitment to address the issue. 

They keep framing this as a conflict but there is actually a genocide being committed by a state against a people who just want to simply live in peace in that country.

That’s why Turkey needs to step in more to stop the hegemony of the Western governments on the Rohingya issue.
